Description
This is a notice of intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition bases with Maple Leaf Medical HIV Research Collaborative, 14 College St Suite 301, Toronto, ON, Canada, MSG1K2 to evaluate and screen their cohort of accurate/early treated HIV-infected individuals for possible NIH enrollment in a clinical protocol. Screening, medical records, and interview of 50 patients to lead to an NIH enrollment of 18 of the screened patients, and medical specimens (blood 9 ACD tubes, 4 EDTA tubes). Maple Leaf Medical HIV Research Collaborative has the experience is recruiting and retaining a rare population of HIV-infected individuals who initiated antiretroviral therapy during the acute/early phase of infection. Given stringent entering criteria for NIH enrollment for the clinical protocol it is necessary to continue to work with Maple Leaf Medical HIV Research Collaborative as NIH has used their services previously for HIV-infected patients. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All responsible sources who feel they can meet these requirements shall submit their capability to perform these services in writing by email to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Friday, April 24, 2015. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
