Description
New Cafeteria, Culinary Arts, Warehouse, Carpentry Building and Renovate Buildings A, M, and N at the Shreveport Job Corps Center, Shreveport, Louisiana The following is a pre-solicitation synopsis previously stated under the Sources Sought Solicitation DOL-ETA-15-B-00003. The US Department of Labor (DOL), Office of Job Corps, seeks the services of a qualified small business contractor (GC), for the project consisting of multi-phased construction of approximately 27,000 sq. /ft. of new construction, and 10,000 sq. /ft. of renovated spaces at the Shreveport Job Corp Center Located in Shreveport, Louisiana. This work consists of a new cafeteria/culinary art vocation building, a new carpentry/warehouse vocation building; and major renovation of existing Building A - "Food Service/Education" which includes a new building extension, removal and replacement of the1st floor concrete slab, upgrading of toilet rooms, new medical and dental function spaces, new offices, new elevator for accessibility and minor renovations in existing Buildings M - "Industrial Painting Vocation" and N - "Welding Vocation" consisting of new office spaces and upgrading of toilet rooms to meet the current accessibility standards. The work also includes the demolition of three (3) buildings; asbestos abatement; site paving; site drainage, improvements in the form of grading, landscaping, connection to utility lines; and the relocation and storage of existing and new furniture, fixtures, and equipment. The solicitation is estimated to be issued on or about April 24, 2015 and will be posted to the Government Point of Entry (GPE) at https://www.fbo.gov. No reimbursement will be made for any costs associated with providing information in response to the announcement, nor will any follow-up information be provided. WHO MAY RESPOND Interest in this pre-solicitation announcement is open to certified small business contractors relative to the primary NAICS code 236220 with a Small Business Size Standard of $36.5 million dollars. Any resultant contract will be a Firm Fixed-Price Price (FFP) contract. The solicitation will be issued as a 100% Small Business Set-Aside. The Estimated construction project is over $10 million. All small businesses are encouraged to respond. All interested parties must be registered in https:www.sam.gov. BASIS FOR AWARD Selection of the successful bidder will be made by the Contracting Officer in accordance with the Federal Acquisition Regulation (FAR) Part 14 - Sealed Bidding, using the sealed bid process based on Responsive, Responsible, Lowest (Reasonable) Price Bid. The successful bidder must be determined as responsive, meaning a bid that complies in all material aspects with invitation for bids as prescribed by FAR 14.301 and 14.404-2. As prescried by FAR 9.104, the succcessful bidder must also be determined as responsible which is evaluated prior to award after selecting an apparent successful bidder. Last, the Contracting Officer will ascertain whether prices offered by the successful bidder are reasonsable. The standard price analysis techniques in FAR 15.404-1 will be used in making this determination. If prices received are not considered reasonable, the Contracting Officer may either: cancel the solicitation; or convert from the sealed bid process to a negotiated process as described within FAR 14.401-1. A Pre-Bid conference and Site visit will be scheduled for this requirement at a later date; details regarding the conference will be outliend in the solicitation. The Bid Opening Date, time and place will be established when the Invitation for Bid (IFB) is posted on https://www.fbo.gov. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER BID OPENING, WITH NO OBLIGATION TO THE BIDDER BY THE GOVERNMENT.
