- In accordance with Federal Acquisition Regulations (FAR) Subpart 5.2, the U.S. Army Corps of Engineers, Honolulu District issues the below pre-synopsis of work. This announcement is not a solicitation and represents upcoming construction work. This pre-synopsis is for a firm-fixed price construction requirement at Fort Shafter, Hawaii. Solicitation for this work is anticipated to be issued on or about April 28, 2015. This work will be competitively issued as an unrestricted procurement utilizing the Sealed Bidding procedures prescribed at FAR Part 14. The NAICS Code for this project is 236220: Commercial and Institutional Building Construction. The Small Business size standard for this NAICS code is $36.5 Million average annual revenue. Project Description: This project will construct a portion of the USARPAC Command and Control (C2F) Facility. It is Phase 2 (PN 67157 Main Operations) of a now 3-phase project. The project meets requirements in the UFC 4-0140-03 for Command and Control Facilities (Division through Command (ACOM) Levels) Standard Design. This phase includes construction of administrative and special use spaces divided into specified security zones. Facility construction includes redundant mechanical and electrical systems with backup power for designated areas, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, Energy Monitoring connection, special foundations, and ATFP measures. Sustainable Design and Development and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, signage and minimal landscaping. Air conditioning will be provided by connection to the complex central utility plant (constructed in phase 1) through a utility tunnel (portions constructed in every phase). Access for individuals with disabilities will be provided. There is also a secured driveway situated at the back of the building to provide access to the central plant and generator yard (built in Ph 1) and SCIF facility (in Ph 3). The project design and cost reflects the user of traditional construction materials and practices. Phase 2 of the C2F consists of a total of 88,237 SF in a four story bldg, with a mechanical penthouse. The following spaces are included Phase 2 Main Operations: Safety, Operational Protection Directorate (OPD), Operations and Plans/Civil Affairs (G-3/5/7/9), Fires and Effects (FXD), Command, Control, Communications, Computers and Intelligence (G-6), Intelligence and Security (G-2), loading dock and Destruct Room. Materials used in this project are standard materials for the spaces being built. Major architectural portions of the project include: Ceramic tile, resilient linoleum flooring, concrete floors, carpet, raised access floors, gypboard walls, sound absorbing wall panels, tackable wall panels, suspended ceilings, painted ceilings, door signs (adhesive back with Braille), exterior CMU block, stucco exterior, standing seam metal roofing. The estimated performance of period is 24 months. Magnitude is $25M - $100M. Traditional hard copies of plans and specifications will NOT be available for this project. Drawings and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov on or about April 28, 2015. An amendment to this notice will provide advance notice of the target pre-bid conference and site visit date. It is the bidder's responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.
