Description
The U.S. Environmental Protection Agency (EPA), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan requires an energy-dispersive X-ray fluorescence spectrometer (EDXRF) to measure the concentration of sulfur in high-sulfur fuel samples. The acquisition of this Commercial item will be subject to Full and Open Competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 500 employees. The contractor shall have total system responsibility, which shall include all phases of the project, design/configuration, assembly, integration, quality assurance, delivery to the EPA-NVFEL, installation, calibration, commissioning, acceptance testing, and documentation. This system shall be designed and capable of performing ISO 8754, "Petroleum Products" Determination of sulfur content "Energy-dispersive X-ray Fluorescence Spectrometry" as well as ASTM D4294, "Standard Test Method for Sulfur in Petroleum and Petroleum Products by Energy Dispersive X-ray Fluorescence Spectrometry." The system shall include an integrated computer and/or display capable of graphically visualizing analysis results, calibration curves, and measurement conditions. The system shall be capable of storing multiple calibrations in order to perform ISO 8754 and ASTM D4294 without the need to recalibrate. The analyzer shall be able to perform calibrations for multiple sulfur concentration ranges for each method. A standard warranty of a period of one year for the sample delivery and valving system delivered will be included for this requirement. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; program management; and relevant previous experience.
