- Description
- The Naval Air System Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price (FFP) task order under Basic Ordering Agreement (BOA) N00019-10-G-0004 or subsequent BOA with Northrop Grumman Systems Corporation (NGSC), Melbourne, FL. The projected period of performance shall be 6 months After Receipt of Order (ARO). The purpose of this order is to support PMA-231 in preparation and execution of Fleet Experiment (FLEX-15) Netted Sensors experimentation effort.The support requirements consist of systems engineering, integration of experimental software, and support of ground and flight test activities, including live-fly demonstrations. NGSC will support PMA-231 including defining the mission computer and mission display requirements, generating a design plan, and managing the individual software tasks associated with integration of Network Centric Collaborative Targeting (NCCT) format over Tactical Targeting Network Technology (TTNT) radio to a TDOA processor on ground. NGSC production system requirements consists of supporting NCCT multi-platform sensor collaboration for ground and surface emitters and collecting data for post-event analysis of local tracks, surface, shore and air. NGSC is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements". There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
