- THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that NAVFAC SE, NAS Kingsville intends to solicit proposals and award a firm-fixed price (FFP) design-build construction contract. The work includes renovations and improvements to the Naval Air Station Kingsville ™s fitness center outdoor pool, Bldg. 5738. The procurement method to be utilized is FAR Part 15 - Contracting by Negotiation using Source Selection procedures. The solicitation utilizes source selection procedures described in FAR 15.101-2 Lowest price technically acceptable source selection, which require offerors to submit a technical proposal and past performance, as well as a price proposal for evaluation by the Government. The NAICS Code for this procurement is 236220 and the annual size standard is $36,500,000. Classification Code: Z Maintenance, Repair or Alteration of Real Property The requirement will be 100% small business set-aside. Solicitation Number: N69450-15-R-5328 The estimated cost of construction is between $100,000.00 and $150,000.00. The contractor shall complete all works within 150 calendar days after contract award. Offerors can view and/or download the solicitation, and any attachments, at https://neco.navy.mil and https://www.fbo.gov when it becomes available, free of charge. The solicitation will be posted on or about 29 April 2015. All notices/amendments related to the solicitation will be posted to https://neco.navy.mil and https://www.fbo.gov as well.
