Subject: Naval Biodynamics Laboratory History project THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 2.0 SUBJECT: This is a non-personnel services contract to provide a publication-ready manuscript plus developmental materials comprising the history and impact of the Naval Biodynamics Laboratory (NBDL), United States Army Aeromedical Laboratory (USAARL). It does not include the publication of the manuscript. 3.0 Background: The Naval Biodynamics Laboratory (NBDL) was established in 1971 to conduct biomedical research on the effects of mechanical forces due to accelerations encountered by aircrew members, establishing human tolerance limits to these forces and to develop approaches to minimize their effects. The lab was established on the National Aeronautics and Space Administration's Michoud Assembly Facility in New Orleans, LA. It used non-human primates (NHP), human research volunteers (HRV), and anthropomorphic test dummies (ATD) and several unique devices to do its work. Included among its unique devices was a 700 ft. long horizontal accelerator capable of accelerating a maximum payload of 5000 pounds and a 36 ft. tall vertical accelerator capable of accelerating a 1500 pound payload. The laboratory collaborated with many government, academic, and commercial laboratories achieving world-class stature. By 1996 most of the acceleration work being done by the NBDL had ended. The research records and most of the original data now reside at the U.S. Army Aeromedical Research Laboratory, Fort Rucker Alabama which has been funded to digitize this material and preserve the history and legacy of that laboratory so that its lessons may be of value to future researchers. 4.0 Response Instructions: The Contractor will be responsible to the government and under the direction of the project steering committee for the management and execution of the effort required to produce a print-ready manuscript of the historical context, technological, and biomechanical impact and administrative history of the NBDL as well as an oral history and comprehensive bibliography of the biomechanical acceleration literature surrounding this work. The manuscript must be an authoritative, academically rigorous account of superior scientific and stylistic quality. This product will be ready to be used in two ways: first, to produce a standard bound book of between 350 and 400 pages, and second as an electronic version. The electronic copy will serve as an annotated resource guide for the on-line data produced by the NBDL presently being digitized and put into a database known as the Biodynamics Data Resource (BDR). Interim and developmental material will be provided to the government. Interested parties shall provide a capabilities statement electronically to the email address below.
