- Draft Statement of Work The Naval Surface Warfare Center-Carderock Division (NSWCCD) has a requirement for Waterfront Support Services to support the M241 Barge and associated equipment. Contractor support is needed to provide engineering, technical, program management, and administrative services in support of project and RDT&E test activities conducted at the Naval Surface Warfare Center, Carderock Division, Detachment Puget Sound (NSWCCD DET) facilities and on-water assets located at Naval Base Kitsap, Bangor (NBK Bangor). Contractor support shall include planning, design, development, and setup of test related systems/hardware and support during the conduct of test activities. Support shall also include the maintenance and upkeep of the facilities and assets used to support the Bangor waterfront project and RDT&E test activities. Specific task areas include: -Ocean Engineering -Facilities and Asset Support o Electrical, electronic, and mechanical systems o Marine platforms o Fuel management o Weight handling equipment o Plant property management o Operation, maintenance, repair, and inspections of Remote Operated Vehicles (ROV) -Tracking and Navigational Aids -Diving Operations -M241/RCB-1 Barge Maintenance/Overhaul -Program Management The services to be provided are considered predominantly (more than 50%) blue-collar labor and therefore will not be procured under the Seaport Multiple Award system. A single-award Indefinite Delivery Indefinite Quantity (IDIQ) Cost-Plus-Incentive-Fee (CPIF) type contract is anticipated with an estimated period of performance of five years from date of award, assuming all options and award terms are awarded. Vendors who think they may be able to provide these required services and are interested in finding out more about the needs of NSWCCD for this procurement are cordially invited to attend an Industry Day event to be held on 06 May 2015 at 9:00am. This event will be held at the NSWCCD Puget Sound Detachment facility located at Naval Base Kitsap in Bangor, WA. A small business determination has not yet been made; this event will help the Contracting Officer make a determination. It is noted that the event will take place within a highly secure portion of Naval Base Kitsap; therefore, interested attendees will need to process a security access request through JPAS. If you do not have access to JPAS, please make this clear in your RSVP as other arrangements will need to be made. JPAS submission information will be provided upon receipt of your RSVP.
