Description

Amendment A00001 to RFQ VA251-15-Q-0268 1.This amendment, A00001, is to change the set-a-side from a Small Business to a SDVOSB set-a-side for RFQ VA251-15-Q-0268 2.To change the NAICS code from 332410 to 333415. 3.To clarify what the intended purpose is for the RFQ: The purchase is for an air to air heat exchanger to provide environmental control for the medication preparation/compounding room for the pharmacy service. The room is used to provide medications and IV products, and to blend and distribute medications. The room is located on the ground floor in a brick building. SDVOSB set-a-side This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, VA251-15-Q-0268, is issued as a request for quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The North American Industry Classification System (NAICS) number is 332410 and the business size standard is 500 employees. Requestors shall state their business size on their proposal. Evaluations will be based on lowest price, technically acceptable. They must include the exact specifications of the salient characteristics listed below. All responsible sources may submit a proposal which shall be considered by the contracting officer. The following salient characteristics must be included in a proposal for this unit: Air to Air Heat Exchanger 1.100% outside air-100% exhaust make up air unit. 2.Unit required to ventilate a 300 SF space at 30 Air Changes Per hour (800 CFM estimated minimum). 3.Maintain room heating and cooling set point of 68 F/20C with a relative humidity of range of 30% low to 60% high side. 4.208V/60Hz/ 3 Phase Electric for unit power. 5.Laminar airflow. 6.Cooling by Direct Expansion (DX) with appropriate controls to run in low ambient conditions, I.E. crank case heaters, head pressure controls, etc. 7.Heating will be done with steam coil. (Not electric). 8.Humidification, plant steam is acceptable. 9.Dehumidification will be accomplished thru the DX coils of the unit. 10.Controls will be connected and compatible to Automated Logic and use the BACNET protocol. 11.Energy recovery should be done thru a plate and frame and not a standard fabric wheel (no cross contamination). 12.Filtration is required to meet clean room standards (Design and RV). Requiring 1st pre filter is a MERV 7 the 2nd pre filter is MERV 13 with final filtration being MERV 17 for a complete HEPA filter system. 13.Unit will be pad mounted on curb with side discharge. Quantity needed: 1 Installation and removal of material not needed. There are no accompanying drawings or blueprints. No offers shall be considered after the closing date of April 16, 2015 at 5:00 pm EST. Items shall be delivered 105 days ARO to the Battle Creek VA Medical Center, 5600 W. Dickman Rd, Building 28- Maintenance Shop, Battle Creek, MI 49037. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and offerors must comply with all instructions contained within it. Award will be made to the lowest price, technically acceptable. The following additional provisions and clauses apply: 52.212-2, Evaluation-Commercial Items. The following factors shall be used to evaluate offers: Lowest price technically acceptable. Quotes must meet the salient characteristics noted above and be new equipment and not refurbished. 52.212-3, Offeror Representations and Certifications-Commercial Items, a completed copy of this provision shall be submitted with the offer unless ORCA registered which must be noted in quotation. 52.212-4, Contract Terms and Conditions-Commercial Items. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses: 4, 8, 14, 26, 27, 28, 39, 41, and 43. The following additional clauses apply, and upon request, the contracting officer will make their full text available: FAR 52.204-7, FAR 52.225-25, FAR 52.252-2, and VAAR 852.270-4 Clauses Incorporated by References (Feb 1998). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
