- The Mission and Installation Contracting Command - Fort Hood is seeking information relative to Solid Waste Management Of particular interest is industry input regarding the applicability of commercial practices and industry standards against the requirements in the attached DRAFT Performance Work Statement (PWS). Questions specific to making a commerciality determination under the Federal Acquisition Regulation involve knowing (1) whether these services (or similar services) are provided contemporaneously to the general public under terms and conditions similar to those offered to the Federal Government; (2) that these services are of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions; and (3) that these services are supported by industry standard warranties and guarantees of product compatibility and workmanship. This is not a solicitation nor does it guarantee a solicitation will be issued. This is a request for information to determine the availability of small business firms capable of providing the services described below and in the attached DRAFT PWS. This is a market survey to determine potential procurement approaches for a recurring requirement. 1) All refuse collection and disposal for the cantonment areas; 2) All collection of wood waste, manure, vegetative waste and other authorized compostable material and delivery to the Fort Hood Compost Center; 3) Operation of the current Fort Hood Compost Center; 4) All cleaning of grease traps and collection of grease trap waste from food service facilities on Fort Hood and disposal IAW contract specifications; 5) Complete operation of the Fort Hood Landfill, for both municipal solid waste and special waste; 6) All construction at the Fort Hood Landfill for municipal solid waste. Businesses are invited and encouraged to provide feedback to this notice. Identify standard commercial practices and industry standards relative to solid waste management (collection, processing, transportation, disposition, etc.), any location specific limitations that doing business with the Federal Government may place on industry when performing these services, how these services are typically sold to the general public, terms and conditions traditionally incorporated into contracts with non-Federal customers, and any recommendations for modification to the DRAFT PWS that would make it more commercial in nature. Capabilities statements and marketing materials are also welcome and encouraged. The North American Industry Classification System Code for this requirement is 562212, Solid Waste Landfill (Small Business Size Standard of $35.5M). Interested businesses of any business size may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. Oral communications ARE NOT acceptable in response to this notice. Sources should include in their information a detailed capabilities statement stating their experience within the past three (3) years of same or similar work described in this notice, a point of contact with a phone number and e-mail information, business status, business size based on NAICS 562212, and a positive statement of interest to submit a proposal. If you are a small business, also state if you qualify under any of the sub-categories, such as Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), HUBzone Small Business, Service Disabled Veteran Owned Small Business (SDVOSB) and HBCU/MI. If you are a Large Business, state what your actual percentages and dollars are in Subcontracting to small businesses and all sub-categories. Contractors may also add statements regarding their interest in participating in this acquisition with other firms as team members or joint ventures. MICC-FH anticipates conducting a site visit and pre-proposal conference for this requirement. Details will be included in the solicitation itself that is anticipated to be released on/about the first week in June 2015. Submission of any information in response to this Sources Sought Notice is completely voluntary, and shall not constitute a fee to the Government.
