- This is a SOURCES SOUGHT NOTICE ONLY; it is not a request for competitive proposals. The Norfolk District Office of the U.S. Army Corps of Engineers (USACE) anticipates soliciting and awarding a project/procurement for a Multi-Disciplined Engineering Services under an Indefinite Delivery Contract (IDC). The IDC contract will be procured in accordance with the Brooks Act and FAR Subpart 36.6. A synopsis for a proposed contract action, citing the solicitation number, will be issued on Federal Business Opportunities www.fbo.gov and will provide information on what is to be submitted. No solicitation is currently available at this time. This Sources Sought Notice is for informational purposes only to determine the interest, and availability, of potential qualified contractors. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NACIS CODE. The Norfolk District, Corps of Engineers is conducting market research to identify potential sources for anticipated A-E services and intends to award up to four (4) IDC's with a maximum capacity of $10 million each ($40 million total). The contract will have a base period of five years. The ability to set aside for small business and, if appropriate, a further small business subcategory type of set-aside decision will depend on the responses received to this notice and other associated market research. NAO anticipates an award date in FY16. The purpose of this sources sought is to gain greater knowledge of the interest, capabilities and qualification from member of the industry, to include the Small Business Community: Small Business, Small Disadvantaged (SDB) and 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must determine whether there is adequate competition among the potential pool of responsible contractors. Small Business, SDB & 8(a), HUBZone, WOSB, and SDVOSBs are highly encouraged to respond. Project Description: The firm may be required to render services at the office(s) of various team members, on-site at the offices of various USACE activities, or on-site at various project sites or installations. The location of the work performed under this contract shall be stated in the individual Task Orders (TO). The Government expects the bulk of the TOs to be issued by USACE, Northeast Division, Norfolk District (CENAO); however, the Contracting Officer may also issue written authorization for any USACE activity to issue TOs under this IDC. Prior Government contract work is required for submitting a response under this sources Sought. A-E services provided under this contract will include, but are not limited to, minor to extensive design, study, review, consulting, estimating, reports, surveys, field investigations, CADD/BIM, and construction management services in support of construction, modification, alteration, maintenance, repair, rehabilitation, commissioning of existing facilities, and construction of new facilities. The work included may vary from routine general design or consulting work to design and construction management of complex special security, force protection, shielding, test, laboratory, structural, fire protection, communications, mechanical, electrical, or other similar type systems projects. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541330 with a Small Business Size Standard of $15,000,000 average annual receipts over three years. Responses are requested with the following information, which shall not exceed a total of eight pages: 1.Firm's name, address, points of contact with telephone numbers and e-mail addresses. 2.Firm's intent to respond to the solicitation when it is issued. 3.Succinct narrative on Firm's technical abilities/experience as they relate to the A-E services outlined in the sources sought notice. 4.Stated capabilities must include the number of years of experience specific to the capabilities described herein. Include past contracts with USACE, if applicable as well as any other past performance information that clearly demonstrate possessing the technical experience. Minimum of 3 and no more than 5 examples. 5.Please identify which category of small business and business size your firm falls under. Include your CAGE and DUNS numbers. All responses should be submitted to Sandra Kharan at sandra.a.kharan@usace.army.mil in PDF format. Any announcements, solicitation, amendments, other notices, and all other related documents and information will be issued via internet ONLY utilizing the Federal Business Opportunities (FBO) website. It is the contractor's responsibility to stay current with all postings and respond as required. All interested offerors must be registered with the System for Award Management (SAM) website to receive an award. This sources sought is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited or delivered.
