Description
Instructions, Conditions and Notices to Offerors This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912BU-15-R-0005 and is issued as a request for proposal (RFP). This requirement is a small business set aside; the NAICS code is 336611. The Basis for Award: Award will be made on the basis of best value, Lowest Price, Technically Acceptable (LPTA). Proposals will be reviewed for completeness and compliance in satisfying the requirements of the Request for Proposal (RFP). The proposals will be evaluated on their merit against the evaluation factors listed below: 1. Technical Features 2. Past Performance 3. Experience 4. Price The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for one V-hull hydrographic survey boat with trailer, including delivery. Delivery and final acceptance will be as follows: U.S. Army Corps of Engineers Philadelphia District Fort Mifflin Survey Office 6400 Hog Island Road Philadelphia, PA 19153 Period of performance for the boat and trailer, including delivery in the water at Fort Mifflin, ready to operate with full diesel fuel tanks and full gasoline tank is 240 days after award of contract. A payment schedule shall be included along with the pricing. See the attached Bid Schedule and Period of Performance documents. See the attached Statement of Work for details about this requirement. See attached drawings. See attached clauses. All quotes shall be submitted electronically by 1400 PM EST, 27 May 2015. All Requests for Information (RFI's) shall be submitted electronically by 1700 PM EST 27 May 2015. RFI's submitted after this time/date may not be acknowledged. Quotes shall be submitted electronically in three volumes: (i) Price (ii) Technical Features (iii) Past Performance (iv) Experience If there are any amendments to this requirement, all amendments must be acknowledged, signed, and electronically submitted with quote at time of quote due date. Dunaway at the following email address: Adriana.A.Dunaway@usace.army.mil. In order to be eligible for award, firms must be registered in the System for Award Management (SAM).
