DESCRIPTION (Note: A formal Performance Work Statement will be provided with the RFP) In order to respond to emerging threats and operational needs, LREC SMEs and language instructors are required to prepare forces for deployment; additionally, cultural advisors are required to support forces while on deployment. CAOCL relies heavily upon these services to support its evolving mission. The main objective is to ensure Marines deploy with an operational understanding of the local military and partner cultures and regional dynamics relevant to the mission with select Marines being language-enabled, in order to facilitate mission success. The scope of this effort is for the provision of operational, technical, and programmatic support of CAOCL mission requirements. Principal support areas under this effort include all facets of execution required to support not only CAOCL's operationally focused LREC program, but also forward deployed units. Critical capabilities within this effort include: providing professional foreign LREC training and education programs and services that improve the cross-cultural effectiveness of Marines; providing Language instruction and Operational Culture at each of the three Marine Expeditionary Forces (MEFs), and 29 Palms, and other subordinate commands at various locations around the world; and providing senior level experts in regionally oriented, ethnically relevant culture to serve as cultural advisors to operational unit commanders, normally in a forward deployed environment. Specific capabilities include translational social science research, program analysis, assessment, policy support, curriculum development, instructional systems design in accordance with established training and education standards. Additional capabilities include subject matter experts in operationally relevant culture general concepts and skilled in social and behavioral science (with sufficient knowledge of military missions) who can integrate culture general in CAOCL's education and training materials.
