Description
AMENDMENT to the solicitation number- The Solicitaiton number for this requirement will be M00264-15-R-1028. The Regional Contracting Office, National Capital Region, Marine Corps Base Quantico, VA currently has a requirement for the Center for Advanced Operational Culture Learning (CAOCL) Language and Culture Training and Education Support Services. The CAOCL Language and Culture Training and Education Support Services contract shall be solicited using Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside procedures. This will be a single award Firm Fixed-Price (FFP) performance based contract with cost reimbursable line items for travel. The projected period of performance will be a 12-month base period and four (4) 12-month option periods. The NAICS code associated with this requirement is 611710. To qualify as a small business concern under this NAICS code, a company must have average annual receipts of $15.0 million or less. This action will be solicited utilizing commercial item acquisition procedures (FAR Part 12). All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (www.fbo.gov) no earlier than fifteen (15) days after the posting of this presolicitation synopsis. The proposed solicitation number for this action is M00264-15-R-1028. All responsible sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (www.fbo.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any. DESCRIPTION (Note: A formal Performance Work Statement will be provided with the RFP) The objective of this acquisition is to procure operational, technical, logistical, and programmatic support of CAOCL mission requirements. The main mission of the program is to ensure Marines deploy with an operational understanding of the local military and partner cultures and regional dynamics relevant to the mission with select Marines being language-enabled, in order to facilitate mission success. Principal support areas under this effort include all facets of program planning and execution required to create, update, and maintain an operationally focused LREC (language, regional expertise, and culture) program. Critical capabilities within this effort include providing professional foreign LREC training and education programs and services that improve the cross-cultural effectiveness of Marines, as well as recognized country and regional experts with significant first-hand experience living and working abroad who are capable of conducting independent research, writing course materials, and delivering periods of instruction. Additional capabilities include the requirements to conduct translational social science research, liaison (LNO) support to advise on LREC aspects in support of Marine Air Ground Task Force (MAGTF) operations and Operational Culture and Language instruction at each of the three (3) MEFs and at 29 Palms, and other subordinate commands at various locations around the world. Other critical capabilities include program analysis, assessment, and policy support, as well as the ability to provide Curriculum Development via Instructional Systems Design in accordance with established training and education standards, expertise in operationally relevant culture general concepts and skills from social and behavioral science with sufficient knowledge of military missions who can integrate culture general in CAOCL's education and training materials. Finally, additional capabilities include information technology (IT) assistance (e.g., SharePoint, Adobe Enterprise Manager, project management) and software development support, graphics design, facilities and logistics support services, Strategic Communications support, and general administration functions, to include Unit Diary/Marine Integrated Personnel System access and operation.
