Description
This is a Sources Sought Synopsis announcement, for market survey information only, to be used for preliminary acquisition planning purposes. No proposals are being requested and none will be accepted in response to this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Regional Contracting Office, Italy (RCO-I) is seeking market information in order to solicit and award a Multiple Award Task Order Contract (MATOC) for construction services for up to up to eight (8) firms in the RCO-I area of responsibility. The RCO-I area includes Vicenza, Livorno and Aviano. The Government proposes to issue firm fixed price type Indefinite Delivery Indefinite Quantity (IDIQ) contracts for this requirement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this Market Research and Sources Sought Notice is to determine if there are adequate firms in the RCO-I region to provide adequate competition to compete and perform a firm fixed price construction type contract. Typical efforts under this proposed MATOC include, but are not limited to, operations and maintenance, building renovation, new construction, design-build, ancillary architectural and engineering support services for construction activities, road and pavement repair, excavation, plumbing, demolition, electrical, structural, mechanical, civil, concrete work, and minor environmental remedial work such as asbestos abatement. Work performed shall be of high quality, contracted at a reasonable price, and performed on schedule and within budget. The ability to: survey and identify deficiencies, plan and document the work required to correct deficiencies, provide incidental engineering services, estimate the cost of the work, obtain subcontracts or perform the work with the contractor's own work forces, and manage the construction effort while insuring quality and safety are paramount to the success of this contract. It is not critical that the contractor be prepared to execute all the work under this contract with its own workforce; however the contractor will be responsible for the outcome of any subcontractors who will perform such work. The contractor will manage the work in a cost effective and quality manner while meeting project schedules. If the contractor fails to provide a quality product at a reasonable price and on schedule, the contractor may not receive additional task orders under this contract over the minimum dollar amount specified by the contract. Task Orders will be competed to obtain fair and reasonable pricing. Task Orders may range from $10,000 to $1,500,000. The MATOC is anticipated to consist of one five (5) year ordering period with a contract value not to exceed $25M. Prior experience with construction of ranges of similar scope will be required. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237990. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Not all technical evaluation factors and sub-factors have been established at this time. Past Performance will be evaluated. Offeror's response to this synopsis shall be limited to 5 pages and shall include the following information: 1) Firm's name, address, point of contact, phone number, and e-mail address 2) Firm's interest in providing a proposal in response to the solicitation when it is issued 3) Firm's capability to perform a contract of this magnitude and complexity (include firm's in-house capability to execute design-build construction, comparable work performed within the past 5 years, brief description of the project, customer name, timeliness of performance, customer satisfaction, percentage of completion, and dollar value of the project). Provide at least three examples. 4) Certificato Camera di Commercio (Certificate of the Chamber of Commerce), NOT older than six (6) months at the time set forth for the receipt of the source sought inquiry. Self-certifications are NOT allowed. The business purpose (oggetto sociale) should include but is not limited to: operations and maintenance, building renovation, new construction, design-build, ancillary architectural and engineering support services for construction activities, road and pavement repair, excavation, plumbing, demolition, electrical, structural, mechanical, civil, concrete work, and minor environmental remedial work such as asbestos abatement. 5) SOA certification for construction above $150,000 *** Note: 4 & 5 (Certificate & SOA) do not count againts the requested maximum page count *** Interested Offerors shall respond to the Sources Sought Synopsis no later than May 1, 2015 at 3:00 PM (Central European Time).
