Description
Background On 04 June 2014, the Government released a Sources Sought Synopsis (GPS III Alternate Sources Production Readiness- FA8807-14-R-0008) requesting Statements of Capability from potential offerors interested in competing for GPS III SV11+ production. In addition, the Government conducted an industry day on 09 July 2014, to describe the Government's planned acquisition approach. Since that time, available funding, schedule, requirements and deliverables have changed as the Government refined its acquisition strategy. Purpose The purpose of this Sources Sought Synopsis is to request Statement of Capability updates or new submissions from interested industry sources to help the Government refine its market research following an acquisition strategy revision. In addition, the Government plans to host an industry day on 27 April 2015 to further inform industry on program changes. Full details related to industry day are included below. Discussion This Sources Sought Notice is intended to gauge industry's capability to demonstrate its technical and production sufficiency for GPS III SV11+. The Government plans to use a two-phased acquisition approach. Phase 1 is a Production Readiness Feasibility Assessment to determine if viable, low-risk, high-confidence sources exist to produce the next buy of GPS III satellite vehicles without driving changes to the GPS User and Control segments. Phase 2 will be a production competition to procure up to 22 GPS III satellite vehicles. For Phase 1, the Government intends to award up to 3 Firm Fixed Price (FFP) contracts via a full and open competition. Each Phase 1 contract's Period of Performance (PoP) is planned for 26 months for the basic contract, and two options for 6-months each, for a total possible PoP of 38 months. The proposed contracts will have an affordability budget maximum of $5M per basic contract and $0.5M for each option. Phase 1 RFP release is anticipated in 4QFY15 and contract award(s) are planned for 2QFY16. Phase 1 technical requirements include the current GPS III SV01-08 baseline with the addition of redesigned Nuclear Detonation Detection System (NDS), Search and Rescue/GPS (SAR/GPS), and Laser Retroreflector Array (LRA) payloads, Unified S-Band (USB) compliance, Regional Military Protection capability and no changes to the GPS Next Generation Operational Control System (OCX) or Military GPS User Equipment (MGUE) interfaces. Performance and results from the Phase 1 Production Readiness Feasibility Assessment will inform the Phase 2 acquisition. Phase 2 is planned as a single Fixed Price Type contract awarded through a full and open competition for production of up to 22 GPS III satellite vehicles, starting no earlier than procurement of GPS III SV11. The Phase 2 RFP release is planned for 1 year after Phase 1 Authority to Proceed (2QFY17). Phase 2 award is planned for FY18 to allow sufficient time to deliver GPS III SV11 in time to support the FY23 constellation need for the 11 th GPS III satellite vehicle. Please note that Phase 2 details are included in this document only for reference and will be decided after Phase 1 award. Technical Requirements Qualified sources (Prime Contractors) must demonstrate that they have the following capabilities or can attain these capabilities during the Production Readiness Feasibility Assessment effort described herein: 1) Satellite Vehicle Baseline Capability: A low-risk, affordable solution that provides equivalent GPS III SV01-08 capabilities and includes: a redesigned NDS, SAR/GPS, LRA, USB compliance, and Regional Military Protection. Additionally, mature navigation payload and satellite vehicle technologies; system-level requirements verification products; and navigation payload brassboard prototype demonstration test results. The respondent must have access to appropriate factory and personnel resources, including such things as secure satellite production and test capabilities, and cleared or clearable personnel. 2) A thorough understanding of the technical interface requirements associated with the GPS III navigation and NDS payloads, Military and Civil requirements, user equipment, control segment, mission planning elements, launch vehicles, and all other space vehicle interfaces. 3) Extensive systems engineering knowledge and experience dealing with DoD-specific space capabilities in GPS fields, including system requirements analysis and allocation, test and verification, risk management, and system security management. Additionally, respondents must demonstrate a thorough understanding of risk management framework requirements and SMC's "back-to-basics" mission assurance approach to systems engineering and risk management, which is designed to predictably deliver warfighter capabilities within cost and schedule, and to ensure mission success and constellation sustainment with high confidence. 4) The ability to produce an average of 2 GPS III satellite vehicles per year. 5) Ability to interface with the GPS Next Generation Operational Control System (OCX) and Military GPS User Equipment (MGUE). The OCX or MGUE interfaces will not change. As a result, the government will not consider designs that drive changes to these interfaces. 6) Phase 1 activities will be conducted at the contractor's location. 7) Intellectual property rights: The Phase 1 RFP will require respondents to deliver Unlimited/Unrestricted Rights to all delivered non-commercial/commercial technical data identified in 10 USC 2320(a)(2)(C) & (F). Respondents will be required to deliver government purpose rights to all remaining delivered non-commercial technical data/computer software with the exception of non-commercial technical data/computer software developed exclusively at contractor private expense, which will be delivered with less than government purpose rights unless otherwise negotiated to satisfy the needs of the program and consistent with federal procurement law. This requirement applies to all technical data, computer software, and computer software documentation from non-GPS III programs required to document the heritage of the development, design, test, and qualification of the offeror's proposed baseline for this program. Statements of Capabilities Qualified sources (Prime Contractors) capable of meeting the Government's Phase 1 requirements detailed in this notice must submit an unclassified Statement of Capabilities (SOC) and Qualifications Statement to the technical and contracting points of contact (POCs) listed below by 1700 Pacific Daylight Time (PDT) on 20 April 2015. Revised responses to the 2 June 2014 Sources Sought Notice are acceptable to the Government. The SOC must clearly demonstrate the required capabilities described above, with a path to ensure that the first production space vehicle in Phase 2 is available for launch in 1QFY23. For purposes of this sources sought notice, respondents shall assume that the Air Force plans to release the RFP for this GPS III SV11+ Phase 1 Production Readiness Feasibility Assessment in 4QFY15 and plans to competitively award up to three FFP contracts by the end of 2QFY16. The Statements of Capabilities are limited to fifteen (15) 8.5" x 11" pages with 1" margins, and 12-point font (Arial or Times New Roman). The pages must be numbered and submitted electronically as Microsoft Word® or Adobe Acrobat® files. The Government mandates SOC review from its Federal Funded Research and Development Center (FFRDC), Systems Engineering and Integration (SE&I), and Systems Engineering and Technical Assistance (SETA) contractors, to include but not limited to Aerospace, Canyon Consulting, and Quantech. The Government anticipates holding an Industry Day on 27 April 2015. The SOC and Qualifications Statement will be evaluated solely for market research purposes. Consequently, the Government is primarily interested in Qualified Sources (Prime Contractors) providing specific technical details indicating how that source can meet the Government's needs. Oral communications are not acceptable in response to this notice. Responses from small business and small, disadvantaged business firms are highly encouraged. A responding firm should indicate if it is a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university, or a minority institution. The applicable North American Industry Classification System (NAICS) code is 336414. The small business size standard is 1,000 employees or less. A determination of whether there are sufficient sources within industry to go forward with recommendations to conduct a restricted Production Readiness Alternate Source competition based upon responses to this notice is solely within the discretion of the Government. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. Industry Day The Government is hosting an Industry Day regarding the GPS III SV11+ Phase 1 Production Readiness Feasibility Assessment on Monday, 27 April 2015, from 1200 to 1400 PDT at Los Angeles Air Force Base, CA. The Industry Day will be in the Gordon Conference Center, Building 270, 483 N. Aviation Blvd, El Segundo, CA 90245. The purpose of this Industry Day is to provide interested parties an opportunity to better understand the GPS III SV11+ Phase 1 Production Readiness Feasibility Assessment effort to include technical and integration requirements, auxiliary payloads, potential future requirements growth, and OCX interfaces required to support GPS constellation sustainment. Additionally, the Government intends to have one-on-one sessions with only the Qualified Sources (Prime contractors) who responded with a SOC in accordance with the entire Sources Sought Synopsis (FA8807-15-R-0003) requirements. The Government mandates participation from its Federal Funded Research and Development Center (FFRDC), Systems Engineering and Integration (SE&I), and Systems Engineering and Technical Assistance (SETA) contractors, during the Industry Day briefings, specifically Aerospace, Canyon Consulting, and Quantech contractors will be present during Industry Day and one-on-one sessions. The GPS III SV11+ Production Readiness Feasibility Assessment Industry Day will be held at the "For Official Use Only" classification level. Companies attending the Industry Day shall limit their representation to no more than four (4) attendees per company at the Industry Day general briefing and no more than four (4) individuals to include potential subcontractor representation at the one-on-one sessions. Companies planning to participate in the Industry Day activities shall provide the company name, point of contact, title, email address, and phone number along with the following information for each participant: First, middle and last name, driver's license state and number, birth country, birth city and state (if in the US) and citizenship information to Mr. John Mascelli at john.mascelli.1.ctr@us.af.mil no later than 1700 PDT on Tuesday, 21 April 2015. Attendance at Industry Day and any discussions or release of information is strictly voluntary. This announcement is not a formal solicitation and is not a request for proposal; if applicable, this will be announced at a later date. The planned compliance documents and other relevant materials are now available from the Bidders' Library. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, Contracting Officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes. If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman, Ms. Olalani Kamakau, SMC/PK, (310) 653-1185, 483 N. Aviation Blvd, Los Angeles AFB, CA 90245. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of information, verify due date, or clarify technical requirements.
