- Sources Sought Response Spreadsheet The Transportation Security Administration (TSA) is seeking sources capable of providing Explosive Trace Detection (ETD) consumables on a fixed price basis to fulfill recurring requirements for all DHS components. The TSA intends to solicit quotations for the issuance of Blanket Purchase Agreements (BPA) from all contractors who have products that have been tested and approved by the TSA's Transportation Security Laboratory (TSL). Market research obtained in response to this notice will support the feasibility of a total or partial small business set aside. This is not a Request for Quotation (RFQ), and quotations submitted in response to this notice will not be considered or evaluated. In addition, in accordance with FAR 9.204(a)(1), this notice is posted for the purpose seeking additional sources and/or products for qualification. The attached spreadsheet is a comprehensive list of ETD consumable items required by TSA. The items on the Qualified Products List (QPL) maintained by TSA are labeled accordingly. In addition to the items maintained on the QPL, miscellaneous ETD consumable items that do not require testing are included for the purpose of market research only. These items will also be made available for purchase under the resultant BPAs, and information collected regarding those items will serve to support the feasibility of a small business set aside. Items that do not require testing and approval for the QPL will require the submission of a product sample by the terms and conditions of the RFQ. The lab will ensure that the products fit and work properly in the OEM machines, but they will not be formally tested, approved, and added to the QPL. The attached table has detailed instructions that must be followed to ensure accuracy of the data collected. If your firm is capable of supplying any of the items on the attached spreadsheet, please complete the attached spreadsheet and submit a copy via email to Stacey.Santhuff@tsa.dhs.gov no later than April 17, 2015 at 1:00PM EST. Please be sure to follow the instructions for completing the spreadsheet, and provide your business size under the applicable NAICS code 334511. If your firm would like more information about the testing process, please email Sheldon.Brunk@hq.dhs.gov. NOTE: The testing process takes approximately one week. TSA intends to release the RFQ on or about April 24, 2015 and issue BPAs on or about June 1, 2015. There is no guarantee that products submitted for testing in response to this notice will be approved in time to participate in the issuance of the BPAs mentioned herein.
