Description
Notice: Intent to Sole Source The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Homeland Security Research Center (NHSRC), located in Cincinnati, OH intends to award, on a sole source basis, under the authority of FAR 13.106-1(b), to ManSci, Inc. for a PeCod On-line Chemical Oxygen Demand (COD) Analyzer. The PeCod P100 Analyzer System is the only known real time, reagentless, Stand-Alone Automated COD Analyzer. These characterizes are essential to allow for fast, accurate COD readings that are frequent and can be accomplished in an unmanned fashion. The instrument will be used to test the feasibility of using on-line COD analysis to trigger contaminant warning systems within drinking water distribution systems. The EPA's current grab sample and reagent methods are too slow and labor intensive to provide data in real time to trigger meaningful contaminant response. Therefore an automated "on-line" COD monitoring system is needed. The North American Industry Classification Code (NAICS) is 334516. The size standard for this code is 500 employees. Telephone requests will not be honored. Anticipated award date will be in June 2015. Documentation must be submitted to Lisa C. Ryle by 3:00 PM, April 25, 2015. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements by submitting technical documentation to Lisa C. Ryle, Contract Specialist, at the office identified above, by e-mail ryle.lisa@epa.gov. The technical documentation must establish that the instrument to be provided meets all requirements.
