Description
The U.S. Department of Energy (DOE), Office of International Affairs, intends to award a contract by mean of Other than Full and Open Competition to the National Academy of Science (NAS) for the independent assessment of DOE?s scientific and engineering missions and programs. The anticipated period of performance is June 1, 2015 to May 31, 2020. The Contractor will be performing duties that include: informing DOE of relevant scientific and technical data, and related views of experts, about DOE?s research and programmatic activities; advising on the judgments of the science and engineering fields to public policy; contribute to the vitality and productivity of DOE?s scientific enterprise and DOE?s extended research and development communities. NAS?s unique qualification is their ability to provide independent scientific and technical advice of unparalleled objectivity and the highest quality that possesses an inherent degree of public acceptability. Under this contract the NAS may, as requested, examine, experiment, and/or report upon any subject of science or art relevant to DOE?s missions and program and activities. The value of this effort is estimated to be $45,000,000. The DOE intends to award an IDIQ Cost (no fee) contract that consists of a five (5) year base period. The DOE is utilizing the exemption to competition under FAR 6.302-1(a) (2), which authorize other than full and open comepetition when there is only one responsible source. In addition, DOE will use its authority under Executive Order 12832, which provides that noncompetitive procedures may be used to contract with NAS. The Executive Order states, ?When a department or agency of the executive branch of the Government determines that the Academy, because of its unique qualifications, is the only source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet the department?s or agency?s program requirements, acquisition of services by the Academy may be obtained on a noncompetitive basis if otherwise in accordance with applicable law and regulations.? This is a Notice of Intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract with National Academy of Sciences, then the firm should submit a capability statement and pricing information to Mr. Saul Simmons, saul.simmons@hq.doe.gov, within fifteen (15) calendar days of publication of this notice. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
