- STRI Engineering Innovative Solutions Request for Information (RFI) 1. Introduction: The U.S. Army Program Executive Office for Simulation, Training & Instrumentation (PEO STRI) is conducting market research to provide enterprise solutions while demonstrating innovative procedures highlighting rapid acquisition, rapid prototyping and rapid development of solutions to reduce life cycle costs of legacy portfolios and reduce enterprise risks. Tasks will include solutions in engineering, integration, and upgraded capability areas across the PEO portfolio. The systems engineering process will be applied to generate solutions that solve legacy transition needs, and inform the future training product enterprise. This notice is issued solely for information and planning purposes and shall not be considered as an invitation for bid, request for quotation, request for proposal or as an obligation on the part of the Government to acquire any products or services. Your response to this notice is strictly voluntary and will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this notice or the Government's use of such information. This RFI is not tied to any current RFP. North American Industry Classification System Code (NAICS): To Be Determined (TBD) 2. Overview: Goal Statements: a.Engineer and integrate solutions to answer legacy transition needs. b.Integrate mature and innovative technologies to reduce life cycle costs, ensure capability throughout disposal of legacy systems and inform the future training product enterprise. c.Advance emerging engineering processes. d.Decrease the overall acquisition timeline. e.Improve the quality of the products and streamline engineering processes. Note: This vehicle is not intended for purchasing production items. Candidate efforts: a.Establish a PEO STRI wide cyberspace defense process for Cyber Security. b.Establish a Post Production Software Support Lab across the enterprise. c.Design a Service Oriented Architecture (SOA) based Immersive Architecture, incorporating VICTORY and further interoperability of legacy systems with future training products. d.Design a Stryker (interim) training solution. Incorporating the new Immersive Architecture. e.Design solutions to capability gaps during sustainment. f.Design solutions to training gaps during sustainment. g.Integrate mature and innovative technologies into products portfolio. These technologies are (not limited to): Service-oriented Architectures, virtualization, augmented reality, intelligent tutors, gaming engines, game-based image generators (common IG), enhanced visual displays, haptic, infinite movement in confined space, intuitive systems, cognitive stressors, embedded training, cloud based simulation and classroom training, and interfacing to live training. h.Enhanced weapons effects/weapon orientation. i.Resolve fair fight issues/air to ground integrated training during sustainment and through disposal. j.Improve mission rehearsal capabilities. k.Front end training effectiveness analysis. l.Design and standardize solutions that provide the following components and services to legacy systems: i.Head mounted displays (HMD) ii.Image generators iii.Virtualizations iv.Distributed operations v.Virtual gaming fusion The requirements will be fully defined when the draft RFP is released. 3. Response Content: The source's response must include a statement with their capabilities, previous relevant experience, and relevant experience in managing subcontractors. 4. Response Guidance: Responses are at sources risk, there is no promise or guarantee of an RFP. Responses become Government property with the exception of clearly identified proprietary information which will be protected (and destroyed) accordingly. Distinct source opportunities will be scheduled to prevent other sources' access to any proprietary media. Responses are limited to 15 pages (double sided will be counted as two), single-spaced, minimum font is 12 point, Times New Roman on.pdf format. The Government will not review any pages beyond the 15-page limit. Company information should include: a.Your company name, address, POC, email addresses, phone and Fax numbers, and the company's web page; b.Company capabilities and experience relative to the services and competencies (skill sets) identified above; Government releasable information on current capabilities may be available to the offeror or offerors that are awarded in any follow on solicitation. Use of innovative acquisition or services strategies must include full data for valid comparison to traditional acquisition methods. Proposed solutions should be non-proprietary, comply with Open Systems Architecture (OSA) principles and should leverage open Government/Industry standards, interfaces and protocols. Recommendations included in responses to improve these standards is similarly encouraged but not required. Responses shall be provided via email to all the POC below no later 12:00 EST on 22 May 2015. 5. Additional Information: Any and all costs incurred in responding to this market research, shall be borne by the respective respondents. PEO STRI will not reimburse any costs and will not be liable for any costs associated with responses to this market research. 6. Summary: THIS IS AN RFI NOTICE ONLY, and is being used as an instrument to identify potential sources that can provide the capabilities described under Paragraph 2.0 quote mark Overview quote mark. The information provided in this notice is subject to change and is not binding on the Government. PEO STRI has not made a commitment to procure any of the items discussed and the Government will not pay for any information or administrative cost incurred in response to this RFI. All cost associated with this RFI will be solely at the expense of the respondents. Additionally, all submissions become Government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this RFI.
