Description
Request for Information (RFI) Document THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Nonetheless, submitters should properly mark their responses if the information is confidential or proprietary. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission other than acknowledgment of receipt, should the submitter request an acknowledgement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All submissions become the property of the Federal Government and will not be returned. Responders are solely responsible for all expense associated with responding to this RFI. The Assistant Secretary for Health Affairs (ASHA) and Chief Medical Officer (CMO) exercises oversight over all medical and public health activities of the Department of Homeland Security (DHS). Throughout its components, the DHS workforce includes over 3,500 emergency medical services (EMS) healthcare providers rendering care in the pre-hospital environment, primarily to DHS employees and, when necessary, to individuals encountered in the course of duty in need of emergency care. These EMS healthcare providers work in the following DHS Components: U.S. Customs and Border Protection (CBP), U.S. Immigration and Customs Enforcement (ICE), National Protection Programs Directorate (NPPD), U.S. Secret Service (USSS), Transportation Security Administration (TSA), U.S. Coast Guard (USCG), Federal Law Enforcement Training Center (FLETC), Federal Emergency Management Agency (FEMA), and the DHS Science & Technology (S&T) Directorate. The current DHS EMS System has an annual total call volume of approximately 75,000 EMS incidents per year. The purpose of this RFI is to gather information from vendors and organizations with experience in developing web-based EMS electronic patient care reporting (ePCR) systems. Vendors and organizations with products and/or services are invited to provide information about their capabilities and how they may serve the needs of the DHS EMS System.
