- VA Nebraska-Western Iowa Health Care Systems Request For Information VA Nebraska-Western Iowa Health Care System (NWI), located in Omaha, Nebraska is interested in state of the art overhead patient lifts and accessory slings for use in six (6) Operating Room Suites. Four of the suites will need to be a floor mounted support and two can accommodate either ceiling mounted or floor mounted. This is not a solicitation for purchase, only for information to meet a potential future need within NWI. The Government is requesting your comments and input for this RFI. Needs identified to date: Goal: 1.Identify Contractors who have the capability to meet the government's needs. 2.Identify the ideal lift system set up to include lift accessories (slings, sling bar attachments, etc.) to create the best practice for ceiling/overhead lift systems for the NWI OR Setting. 3.Identify & collaborate with key stakeholders to get the best situation for our surgical patients and staff to eliminate manual patient handling injuries caused by cumulative or acute trauma. Use overhead lifts to: 1.Transfer patients on/off OR table. 2.Position patients (i.e. supine/prone, prone/supine, lateral positioning). 3.Hold limbs for prep and/or positioning during procedure. 4.Assist in panniculectomies by lifting and positioning the pannus during removal. Overhead lifts must: 1.Have capability to be held stationary in position when used during procedures to meet staff needs. 2.Be able to be appropriately cleaned after each procedure in accordance with AORN guidelines for EMS Staff. 3.Have slings/sheets/accessory items that meet OR Team, Wound Care, Infection Control, SPS, and facility staff needs. 4.Be Compatible with overhead lights and other technologies in the suites and not impede their use. 5.Have a minimum weight capacity of 550 lbs. (prefer 800 lbs capability or greater). Can be accomplished with dual motor set up. Additional items: 1.Standard commercial warranty must be provided on the Lift System (i.e. motors, components, slings, sling bars). 2.Lift company must be able to meet facility's sling and sling attachment needs. Companies must be able to provide customized slings with a short turnaround time (see #4 below) and/or accommodate use of slings from other companies without nullifying any guarantee or warranty on your product in order to meet facilities customized sling needs. 3.Upon notification of need for customized sling, contractor will provide a prototype within 5 working days for our review. NWI will provide feedback to the contractor for the final product who will then test to safety standards and deliver final product to NWI within 15 working days. 4.Due to the uniqueness of this setting the contractor will need to provide intensive clinician training and support. The government anticipates the contractor will need to provide a minimum of 15 days in house training during business hours (M-F, 0700-1630) with on-call support available. The 15 training days will be broken out by 10 days of Initial Training and 5 days for On-Going Training. Initial Training will commence the first NWI work day after post-installation inspections are completed and lifts are approved for use. On-going Training dates will be scheduled throughout the first year of installation upon NWI request to meet training needs for new or additional staff, unique surgical procedures and refresher training. When at all possible, the On-Going Training dates will be scheduled a minimum of 48 hours in advance. 5.The contractor will need to provide training to 3 NWI Biomed technicians for maintenance and repairs. Training shall be equal to or better than the training the vendor's service representative receives and shall qualify the VA employees being trained to independently work on the equipment being provided. 6.Lift systems must comply with ISO Standards 10535, VA Patient Safety Alert 14-07 and be installed by manufacturer's licensed/approved/certified installers. Contractor to perform pre-test of all motors and controls upon delivery. Any failures must be replaced with new factory equipment as soon as possible to prevent installation delay. Provide copies of installer's documents with request for facility identification badging. This must be completed before arrival of the installing personnel. Structural Evaluation Review: 1.Structural Evaluation report of June 2011 concurs with the information that the following OR Rooms cannot have a ceiling supported patient lift: 4754, 4758, 4764 & 4810. A floor supported apparatus is allowable if installed per manufacturer's specifications. OR Rooms that can have either a ceiling supported patient lift or a floor supported apparatus: 4786, 4790.
