Description
EPGSS aerostat systems, spare equipment and components, technical support, and repair of equipment and components The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a firm-fixed price (FFP) order, under previously awarded Basic Ordering Agreement (BOA) N68335-13-G-0012, on a non-competitive basis with Aerostar Integrated Systems, Huntsville, AL. for the procurement of two (2) Exportable Persistent Ground Surveillance Systems (EPGSS) TIF-25 aerostat systems, critical spare equipment and components, Continental United States (CONUS) technical support, and repair of EPGSS-related equipment and components to maintain the operational performance of deployed EPGSS assets for the Naval Air Systems Command 4.11 Special Surveillance Programs. The procurement is for the attached list of TIF-25 aerostat parts and spares, as well as CONUS FSRs and Engineering Support. The Aerostar hardware and services are designed to repair/maintain the capabilities of the existing Exportable Persistent Ground Surveillance System (EPGSS) systems currently fielded in support of Operation Enduring Freedom (OEF) as well as support additional EPGSS sites. The technology being fielded as part of the EPGSS is specifically tailored to protect US and Coalition forces by providing the ability to provide surveillance and locate and detect hostile forces that are approaching in the distance, giving US Forces ample time for situation awareness and an effective response. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. The Point of Contact is Kalil O'Neal, (732)323-7491.
