Description
The Naval Surface Warfare Center Panama City, Florida intends to solicit and award a firm-fixed price (FFP) type contract on a sole source basis to United Electronic Industries Services LLC (EUI), 8264 Sub Base, Suite 3, St. Thomas, VI, 00802 for slightly modified commercial item PowerPC Processors with VXWorks BSP parts P/N DNA-PPC6-IG-MIL that will be used in the Landing Craft, Air Cushion (LCAC) Command, Control, Computers, Communication and Navigation (C4N) System Baseline Configuration 4 (SBC4) Control, Alarm, and Monitoring Systems (CAMS). The parts are to be procures ad follows: 16 each P/N DNA-PPC6-IG-MIL. The contract will contain options for up to an additional 86 P/N DNA-PPC6-IG-MIL. This action is unsuitable for full and open competition for the following reasons: After testing and trade studies, it was determined the UEI is the only vendor that can provide a unit that meets all the required salient and environmental characteristics of the LCAC C4N SBC4 specifications. As such, UEI is the only source capable of meeting this requirement. Currently, there are no other possible sources that can satisfy tis requirement without substantial duplication of cost as well as significant schedule and technical risk to the Government. Procuring other slightly modified commercial items would require extensive engineering testing and certification which would significantly increase cost and result in required deliverable dates not being achieved. Delivery is required 8 weeks after contract award. Delivery will be made to the Receiving Officer, Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City FL 32407. The Government intends to solicit and negotiate with only one source. Interested offeror(s) wishing to qualify items for future procurements may submit request(s) for qualification, via e-mail, to Contract Specialist, Stuart Burman, at stuart.burman@navy.mil. Requests must be marked with this synopsis designation number and should include the offeror's name, address, telephone number, commercial and government entity (CAGE) code, point of contact, and clearly identify the offeror's capabilities. Request for qualification shall be provided on or before 1600 (CST), 13 April 2015. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely with the discretion of the Government.
