Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure effective performance of all services described herein. The contractor will be required to provide the Elevator Controls Upgrade in accordance with (IAW) the requirements of this solicitation at the designated locations as defined in the attached Statement of Work. This procurement is be a small business set aside. Funds are currently available. The North American Industrial Classification Code (NACIS) 238290 with a size standard of $15.0 million. SYSTEM FOR AWARD MANAGEMENT (SAM) REPLACES CCR and ORCA Effective July 30th, 2012, the System for Award Management (SAM) replaces the contractor registration sites CCR and ORCA. In an effort to streamline the acquisition process, SAM was established to consolidate several acquisition systems including CCR, ORCA, and EPLS and create a single repository of contractor information. As a single validated source of data on contractors doing business with the Government, the SAM database enables prospective contractors to update their information in one place. If you have been using the legacy systems CCR and ORCA, you should now go to http://www.sam.gov to find your information. Training tools are available on the SAM website to help you get familiar with SAM. Start by going to http://www.sam.gov, and then click on the SAM HELP tab. Under User Help you will find the full User Guide as well as Quick Start Guides and Helpful Hints that will help you create an account, migrate your roles from legacy systems (if applicable) and perform updates. PLEASE NOTE: SAM is completely free of charge for both registrants and users. You will be required to complete a one-time business registration, with annual updates. As a part of the registration process you will need to provide your DUNS identification number. If you do not have a DUNS number you may contact Dun and Bradstreet, Inc. at (800) 333-0505. You may register in SAM at http://www.sam.gov. IAW FAR Parts 1, 2, 4, 13, 32, and 52 contractors must have an active profile in the SAM database prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement. No award will be made to any contractor without an active profile in SAM. The solicitation listed above can only be obtained by accessing a secure website known as FedBizOpps (FBO). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. In order to obtain information from FedBizOpps, you will first be required to register with SAM at http://www.sam.gov database. No federal materials can be downloaded until you have registered under both sites. You may access FedBizOpps via the following URL, www.fbo.gov. SITE VISIT: A site visit will be conducted on 22 April 2015 at 2:00:00 PM EST, DFAS-Limestone, 27 Arkansas Road, Limestone, ME 04751. This is the only site visit that will be conducted. Interested parties shall provide the completed EAL template three days prior the site visit or risk being denied entry to the facility. The primary point of contact (POC) for all persons interested in attending the scheduled site visit will be SrA Bradford Erdmann. Please send EALs and all questions via email to Bradford.Erdmann@ang.af.mil. All responses to questions will be posted to this solicitation as an amendment. Potential offerors will be responsible for downloading the solicitation and monitoring the Federal Business Opportunities website for amendment(s), if any, to the solicitation. Acknowledgement of all amendments is required. Offer due date and time for receipt of proposals will be posted in the solicitation. All offers and requests must be submitted electronically to the POC.
