- Description
- The intent of this procurement is to modernize three (3) existing passenger elevators, while also providing 12 months initial maintenance service at the Hart-Dole-Inouye Federal Center, Battle Creek, Michigan. Elevators 5, 10 and 13 will be brought into compliance with the most current versions of ASME A17.1 - Safety Code for Elevators and Escalators, NFPA 70 - National Electric Code, the Americans with Disabilities Act (ADA), and any other applicable codes. Elevators 5 and 13 are traction elevators and Elevator 10 is hydraulic. Elevator 10 will be replaced with a hydraulic elevator to fit into the existing elevator hoistway. Elevators 5 and 13 will be renovated. Demolition work will include the removal of elevator equipment, controls and accessories, lighting, power, HVAC components, limited masonry and concrete. New work will include elevator equipment, controls and accessories, lighting, power, HVAC components, fire alarm devices, wet pipe fire sprinklers, masonry, concrete, roofing, painting, doors and miscellaneous metal, and other tasks. The initial 12 months of Maintenance Service will include examination, adjustment, greasing, oiling, parts replacement due to normal use, and 24 hour emergency call back service. In addition to the base bid, two option prices are being requested. Base Bid - Elevator 10 and the central monitoring system will serve as the base bid. The base bid also includes any facility wide changes that are needed. Option 1 - Elevator 5 and all of its associated improvements including, but not limited to, architectural, mechanical, electrical, conveyance, hazardous material remediation, and fire safety systems will be included in this option. Option 2 - Elevator 13 and all of its associated improvements including, but not limited to, architectural, mechanical, electrical, conveyance, hazardous material remediation, and fire safety systems will be included in this option. The period of performance for on-site work will commence upon the Contracting Officer's issuance of the written Notice to Proceed (NTP) and shall be completed within one hundred (100) calendar days for each of the base bid and two options, or a total of three hundred (300) calendar days if all three elevators are awarded. In addition, the twelve (12) months maintenance service shall commence upon completion and acceptance of all elevator work. The estimated range for this project is between $1,000,000 and $5,000,000. This procurement is unrestricted and is open to all business concerns. Small business concerns, including HUBZone, veteran-owned, service disabled veteran owned, small disadvantaged and women-owned businesses are encouraged to submit proposals. The NAICS Code for this procurement is 238290 (Other Building Equipment Contractors) with a size standard of $15.0 million. This is a negotiated, best-value procurement. Proposals will be evaluated on past performance and price. An offeror, other than a small business, who plans to submit a proposal in excess of $1,500,000 must submit a subcontracting plan with their offer. The solicitation will be available on or about April 29, 2015 (actual date for receipt of proposals will be stated in the solicitation). A preproposal conference will be conducted before the proposal due date (actual information will be contained in the solicitation).Offerors will be responsible for downloading the solicitation and for monitoring FedBizOpps for amendments and/or additional information. Proposals will be due to the U.S. General Services Administration, Michigan Procurement Team, 6 Parklane Boulevard, Suite 451, Detroit, MI 48126. Fax or electronic proposals will not be accepted. All interested vendors must register with FBO in order to view sensitive but unclassified information.
