- REQUEST FOR INFORMATION Maritime, Patrol, and Reconnaissance Aircraft (PMA-290) Naval Air Systems Command (NAVAIR), Patuxent River, MD 20670 1.0 DESCRIPTION 1.1 The Naval Air Systems Command (NAVAIR) in support of the Maritime, Patrol, and Reconnaissance Aircraft Program Office PMA-290 is seeking information on how a qualified contractor or contractors could fulfill the requirement for P-8A Poseidon Airframe and Engine Depot Maintenance. The Navy is interested in commercial industry strategies to provide P-8A Airframe and Engine Depot Maintenance Services in either an integrated (e.g., single prime and single contract for both airframe and engine maintenance) or non-integrated (e.g., separate contractors and separate contracts for airframe and engine maintenance) approach. Integrated approach: The Navy is interested in how industry would combine airframe and engine work under a single contract, with consideration to prime and subcontractor relationships, contract management, work load distribution, and any perceived advantages and disadvantages, including efficiencies, synergies, and/or cost savings. Non-integrated approach: The Navy is interested in industry's capability to target the Navy's Airframe and Engine Maintenance as separate efforts, with consideration to cooperation between prime contractors, established commercial practices and/or facilities, and any perceived advantages and disadvantages, including efficiencies and/or cost savings. Respondents may choose to provide information on one or both of these approaches, including the advantages and disadvantages of each approach, as well as any rationale that would assist in determining which approach would be the most cost-effective strategy to meet the requirements to properly support P-8A Poseidon Aircraft and Engine Depot Maintenance. The P-8A Depot Maintenance schedule consists of 72 month initial and subsequent 48 month fixed induction dates for the airframe based on calendar days. The CFM56-7B Engine Depot schedule is based on 6,000 engine cycles, driven by variable aircraft utilization. The Navy will be the resource manager and manage the induction schedules for all airframe and engine maintenance requirements. Additionally, the Navy is interested in industry's recommendations for the use of overhauled, rebuilt parts and the use of parts manufacturer approval parts and what benefits, if any, the Navy would achieve. The maintenance requirements include Aircraft on the Ground (AOG), Scheduled and Unscheduled Maintenance that is beyond the squadron capabilities, and Technical Assistance in the removal and replacement of a CFM56-7B27A/3 and CFM56-7B27AE engines both in the Continental United States (CONUS) and Outside Continental United States (OCONUS). Additionally, NAVAIR seeks information to fulfill heavy maintenance checks, drop in depot maintenance, aircraft modifications and overhaul and repair capability at maintenance repair and overhaul facility. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not pay for any information or administrative costs incurred in the response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP; if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. 2.0 BACKGROUND 2.1 The P-8A Poseidon is a derivative of the globally deployed, commercially supported 737-800 airframe and CFM56-7B series engines. The P-8A support strategy is designed to incorporate the best features from the commercial support system infrastructures. This will integrate the latest in technical support innovations with existing large-scale commercial operations and continual product and process improvements. The planned maintenance support efforts will leverage this vast commercial industrial base established around the globe for P-8A Engine and Airframe Maintenance support. 2.2 This is a RFI for market research purposes to determine available sources to provide P-8A Airframe, CFM56-7B27A/3 and CFM56-7B27AE Engine Depot Maintenance and to determine the availability and adequacy of potential sources prior to determining the best acquisition/contracting strategy. The information received will be utilized by the Navy in developing its acquisition/contracting strategy, Statement of Objectives, Statement of Work, Purchase Description and Specification. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this RFI. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. 2.3 It should be noted that this effort is expected to be a cooperative program between the United States Department of Defense (US DoD) and the Australian Department of Defense (Australian DoD). Accordingly, project information developed by the Contractor shall be accessible to the Australian DoD. 3.0 REQUESTED INFORMATION 3.1 A one page company profile to include Company name, address, point of contact (including telephone number and email address), Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service disabled, veteran owned, HUB Zone, etc.), number of employee, Cage Code, DUNS number, NAICS Code, major products, primary customers base, statement on whether your interest in this source sought is for the purpose of becoming the prime offeror or to inquire about sub-contracting possibilities, and points of contact who are to discuss the material submitted. a) A description of your company's past experience and performance of similar contracts for Flight Line Maintenance, troubleshooting, Depot Level Inspection and Repair for 737-800 NG aircraft and both CFM56-7B27A/3 and CFM56-7B27AE engines, Drop in Depot Maintenance, and Aircraft Modifications. Include whether CPAR ratings for Past Performance(s) are available. This description shall address current as well as prior experiences. Additionally, provide applicable company repair certifications, ratings, authorizations, and quality control standards. b) Describe what your company's approach would be for schedule and unscheduled Airframe and Engine Depot Maintenance as one integrated contract or two separate contracts and any advantages or disadvantages to the Navy with your selected approach. c) Outline a 737-800 NG and/or CFM56-7B27A/3 and CFM56-7B27AE engine repair/inspection/maintenance capability your company does not possess. d) Describe what the advantages or disadvantage there are in using overhauled /rebuilt parts and your company's capability to overhaul/ rebuild OEM and PMA used parts, if any. e) Describe the use of manufacturer approval parts, if any, and what benefits, if any, the Navy would achieve if use of PMA parts were authorized by the Navy. f) A description of sub-contracting / partnerships plan detailing the distribution of responsibilities. g) Any other information your company deems necessary to aid the Government in refining its acquisition strategy and assessing your company's capability. 4.0 RESPONSES 4.1 Written responses are requested in thirty days and to be no more than 25 single-spaced, 8.5 x 11 inch pages using 12 point Times New Roman font minimum. If the material provide contains proprietary information, please mark accordingly and provide disposition instructions (submitted data will not be returned). Classified material shall not be submitted.
