- Synopsis D15PS00041 The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Office of Aviation Services (OAS) intends to issue Solicitation D15PS00304 for the purchase of various categories of Unmanned Aircraft Systems (UAS). The contract ordering period is expected to be from date of award to September 30, 2019. The anticipated issue date of the solicitation is April 20, 2015 with a projected closing date of May 15, 2015. This solicitation is set-aside 100 percent for participation by small business concerns under NAICS code 336411, Aircraft Manufacturing, which has a small business size standard of 1,500 employees or less. The Government intends to award one contract to a single Contractor in each category of UAS. However, the Government may award one contract to a single vendor for multiple UAS categories identified in the solicitation. The Government shall require that all UAS provide an approved and current Airworthiness Certification from FAA or Airworthiness Release from DOD or Airworthiness Approval from DOI or NASA. If a certification, release or airworthiness approval has not been obtained prior to the offer and the UAS is selected by the CO in accordance with the evaluation criteria per the solicitation, the UAS shall be presented to NASA Ames Research Center Airworthiness & Flight Safety Review Board (AFSRB) and the Flight Readiness Review Board (FRRB) for approval and certification. The Government will award a contract in accordance with the best-value trade-off instructions of the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov, formerly known as CCR, in order to receive an award.
