Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Illiana Health Care System, located in Fort Wayne, Indiana. An Invitation for Bid will be issued on this Federal Business Opportunities (www.fbo.gov) website on or about May 7, 2015 for construction project no. 610A4-12-400 entitled "Construct SPS Basement Addition to Bldg 1" at the Fort Wayne VA Medical Center, 2121 Lake Avenue, Fort Wayne Indiana 46805. This announcement is a 100% total set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below: This project is for the construction of a basement that will eventually support an additional five stories above it. The Project includes excavation and dewatering of the existing soils for the proposed new basement addition, pouring new concrete foundations shear walls, columns, basement walls, elevator shafts and pits, stairway towers, slab on grade and elevated slab for the future first floor sidewalks and miscellaneous pads. A Roof is to be installed on top of the elevated slab. All underground work is to be treated for waterproofing/control. Exterior E.I.F.S. is to be installed as part of the Energy requirements. The Project includes the locating and relocation of all utilities in and around the area of the work. All utilities will be provided to the new basement along with extending all utilities to the roof of the basement for future extension to future floors above. Interior walls and finishes to be erected to accommodate the new SPS Sterilization service and the new Logistics service. Some interior walls are masonry and some are metal studs. Dropped ceilings and fixed ceilings are included. LED Light Fixtures are mandated. Renovation work to the existing building includes: blocking up existing windows, cutting new connecting doorways into the existing building's basement, constructing some walls and rooms within the existing basement minor asbestos abatement, relocating existing utilities and running new utility lines to serve the new basement addition until another project is completed. This project includes the security requirements for setback distance from the completed exterior walls of the addition to all paved vehicle roads and paved areas. Existing paved parking areas are to be removed. Period of Performance: 480 calendar days after receipt of the Notice to Proceed. The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction and size standard $36.5 million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $2,500,000 and $5,000,000. The government intends to award a Firm Fixed Price Contract within 180 days from bid receipt date. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via FBO. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge only from the FBO website on or about May 7, 2015, with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. FBO is the only website where official bid documents will be made available. All interested bidders (prime contractors & subcontractors) should register at FBO so that others will know of your interest in participating in this procurement. A bidder's list is not maintained nor distributed by the Contracting Officer, as it is the bidder's responsibility to register at the FBO website. Bidders are advised that they are responsible for obtaining all bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any changes to this announcement or pending solicitation. Prospective contractors shall complete electronic annual representations and shall be registered in the System for Award Management (SAM) at http://www.sam.gov, shall be verified in the Vetbiz Registry Information Pages prior to submitting an offer, and shall have on file a current and complete VETS100A report at http://www.dol.gov/vets/vets-100.html (if applicable).
