Description
REQUEST FOR INFORMATION: PURSUANT TO FAR 15.201(e) BACKGROUND/PURPOSE/TECHNICAL REQUIREMENTS: The Naval Air Warfare Center Aircraft Division (NAWCAD), AIR-4.11.4-Special Communications Mission Solutions (SCMS) Division is soliciting information and comments from industry on its ability to provide non-developmental radios designed to be mounted in mobility platforms such as aircraft, ground vehicles and boats/ships that can support simultaneous two-channel operation. One channel is required to support the Link-16 waveform and the radio must be capable of supporting simultaneous use of a second channel that is required to support waveforms common to ground-based Radio Frequency (RF) systems such as Single Channel Ground and Airborne Radio System (SINCGARS), HaveQuickII, Very High Frequency (VHF)/Ultra High Frequency (UHF) Line of Site (VULOS), Soldier Radio Waveform (SRW), and Integrated Waveform (IW). The radio is required to be a mature product, in production and at a Technology Readiness Level (TRL) 9. The radios are required to have the below referenced certifications. Documentation to support the required certifications is requested to be submitted with your response to this RFI. • National Security Agency (NSA) certification for Type 1 capability to process Secret and Below (SAB) data. • Federal Aviation Administration (FAA) Electromagnetic Compatibility (EMC) certification and authorization to operate in the Link-16 Tactical Data Link (TDL). • Military Standard (MIL-STD) compliance test reports from an authorized Government test agency such as Joint Interoperability Test Command (JITC) for the following waveforms: o SRW o Link-16 o SINCGARS o IW • MIL-STD 810G certifications Respondents are requested to provide details regarding the below technical capabilities of their radio in response to this RFI: • Transmit (Tx) and Receive (Rx) Frequency Ranges o Link-16 Waveform 960-1215 MHz (one channel) o 30-512 MHz (second channel) • Interfaces o Ethernet o USB o Other • Power Source(s): Please describe the battery used to power the radio if a battery is used. Please provide required input power from platform (aircraft, ground, maritime) power source • Battery life: In hours • Ease of Setup: setup method, i.e. keypad/menu driven or external computing device • Ease of Operation • Form factor/Size, Weight, and Power (SWaP): No larger the 5"x6"x10". No more than 17lbs. Power = 28VDC per MIL-STD-704F; 1.5A Rx, <10A Tx. • Accessories or kit components available for the following integration scenarios: o Airborne integration o Ground vehicle o Maritime integration o Transit case • Power output on each channel: 250mW to 5W (VHF/UHF), 50W Link-16 • Antenna Gain/Effective Isotropic Radiated Power (EIRP) • Encryption capability (include any NSA approvals/certifications) • Integrated GPS o Selective Availability Anti-spoofing Module (SaaSM) GPS o Migration plan to begin use of Military code (M-code) • Manual override of channel and power assignment • Operate in environments from open sea to urban • Cover full J-code message format with migration plan to future support for K-code message format. In addition to providing a full technical description of the non-development radios you have that meet the requirements provided above, the Government is also requesting information regarding standard warranty, training support, standard maintenance support, and recommended spares list for the radio and accessories you provide. ADDITIONAL INFORMATION: The Government is seeking industry input to assist in identifying features and solutions to meet the requirements described above. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. In response to this RFI, respondents shall submit written responses, not-to-exceed ten (10) pages in length via electronic mail. Product specification, sketches, or listings of authorized distributors are not to count as part of the page count. The Government is interested in receiving vendors' price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation and must be provided as a separate document, marked as PRICE DATA. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Government will not use any information provided to level your approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated request for proposal that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information. HOW TO RESPOND: Interested parties shall respond, within 15 days after release of this RFI, with existing TRL9 mature radios and associated accessories that meet all or a subset of the aforementioned attributes.
