Description
1. Position Title: PEPFAR HIV/AIDS Advisor 2. Market Value: GS-14 Equivalent $86,399 to $112,319. Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: Two year contract. 5. The U.S. Agency for International Development Mission in Uganda seeks to employ a U.S. (U.S. and Resident Aliens) offshore or resident in Uganda Personal Services Contractor to provide strategic leadership and coordination for USAID's PEPFAR program valued at approximately $135 million (FY2014), providing broad-based and in-depth analysis and advice to the USAID Mission on PEPFAR-related issues and program implementation. 6. Education: Advanced degree in Public Health, Epidemiology, or International Health or Law, Business/Public Policy Administration or related field required.7. Work Experience: A minimum ten years of progressively more responsible work experience in international programming and/or programming and experience working in oversight, design, and implementation of HIV and AIDS programs. At least three years of this experience in a leadership position (Team Leader, Officer Director) preferred. Previous work program/project management experience, directly or indirectly, with USG health programs required. Work with PEPFAR is preferred. Knowledge of community, clinical, and ethical issues involved in HIV and AIDS programming in developing countries especially Africa highly essential.8. Skills and Abilities: Advanced understanding of the USG PEPFAR program: its organizational structure, its technical policies, its achievements to date, and its longer term objectives. Basic understanding of the organizational structure of USAID and its strategic objectives related to health. High degree of judgment, maturity, ingenuity, and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs. Ability in dealing effectively and diplomatically with multiple U.S. and host-country government agencies, non-government organizations, faith-based organizations, and the private sector. Excellent management, interpersonal and team work skills with experience in operating effectively in cross-cultural environment and working within an interagency setting. Excellent oral/written communication and computer skills. Willing and ability to travel extensively including for temporary duty in emergencies and to work virtually. 9. Introduction: The PEPFAR HIV/AIDS Advisor is responsible for strategic leadership and coordination for USAID's PEPFAR program valued at approximately $135 million (FY2014), providing broad-based and in-depth analysis and advice to the USAID Mission on PEPFAR-related issues and program implementation. S/he works closely with all PEPFAR-funded staff to ensure USAID's programs reflect (1) PEPFAR programmatic priorities, (2) USAID priorities, and (3) state-of-the art approaches. S/he provides strategic and technical guidance and support to USAID's PEPFAR team in the design, implementation, monitoring and evaluation of effective HIV/AIDS programs and interventions and liaises with other USAID/Uganda offices to ensure that their technical expertise is appropriately applied to the development and implementation of PEPFAR activities. S/he provides technical guidance and support in the development of strategic documents such as project designs, technical strategies, evaluation plans and the annual PEPFAR Country Operational Plan (COP). Along with the HIV Team Lead, s/he represents on the PEPFAR/Uganda Steering Committee which includes representatives of the State Department, CDC, the Department of Defense, the Peace Corps, and the National Institutes of Health. S/he works closely with key partners and stakeholders outside USAID to address technical issues and coordinate HIV/AIDS and TB efforts. These responsibilities include regular contact and collaboration at technical policy levels in a complex and rapidly evolving country context with counterparts in the Ministry of Health (MOH), other government ministries and agencies, civil society organizations, private companies, other donor and international organizations and with other USG entities working in furtherance of HIV and AIDS prevention, care, treatment, and mitigation goals in Uganda. S/he will assume a strategic leadership role for the USAID PEPFAR team, planning and carrying out tasks, resolving problems and conflicts and taking steps necessary to meet deadlines. She will serve as Agreement/Contract Officer Representative (A/COR) or activity manager of agreements in USAID's PEPFAR portfolio, as appropriate. S/he will provide mentorship and guidance for building administrative, managerial, and programmatic technical capacity within the USAID PEPFAR team and with external implementing partners and the MOH. The PEPFAR HIV/AIDS Advisor will work under the supervision of the Health and HIV Office Director/Team Leader. As a senior member of the Health and HIV Office Team, s/he will be expected to provide leadership for the USAID PEPFAR team in the Director's absence and will be delegated the appropriate authorities to carry out this function. The Advisor will interact frequently with the Mission Director and Deputy Mission Director, providing advice and analysis as needed. S/he is expected to use independent professional judgment, experience and skills to plan and carry out assigned programs, projects or other assignments. Major duties and responsibilities: Technical Leadership and Strategic Planning - 70 per cent: A. Serve as the senior strategic and technical advisor to the Office of Health and HIV. Provide strategic leadership and guidance in implementing the new direction of PEPFAR programming, including the Site Implementation Monitoring Systems (SIMS), geographic refocusing, return to core activities and budget consideration. Give technical assistance and guidance to the USAID HIV Team and the Health Systems Strengthening Team to assist with strategic positioning in the new PEPFAR environment and will play a principal role in the formulation, adoption, and application of policies and technical guidelines, based on state-of-the-art knowledge and program experience, to achieve USG objectives for HIV and AIDS in Uganda. B. Provide leadership and strategic guidance in the annual PEPFAR planning and budgeting exercise (the COP) for USAID and as a member of the interagency USG team responsible for developing the COP. C. Communicate regularly with USAID headquarters (Washington-based staff) to stay informed about cutting-edge policies, strategies and evolving technical guidance. Advise Mission Leadership on how these policies, strategies and technical guidelines can most effectively be incorporated into USAID/Uganda programs. D. Work with all USAID/Uganda staff to help ensure that implementing partners activities are aligned with PEPFAR and MOH priorities and implemented as such. E. Regularly and frequently consult with senior counterparts of ministerial and near ministerial ranks in the Uganda National and District Departments of Health, chiefs of party of major NGOs; and with directors of health institutions such as universities and medical associations. Through these contacts, remain informed and up-to-date on health matters, especially HIV and AIDS issues in the country, including new levels and trends in health conditions, status of key policies, and legal and regulatory changes that could affect the implementation of USAID programs. Work with all PEPFAR implementing partners to provide guidance on PEPFAR priorities and approaches and ensure that all activities are aligned with these priorities and approaches. Technical Advisor and Project Design and Evaluation - 10 per cent: A. Contribute to the design, monitoring and evaluation of HIV and AIDS programs and interventions. B. Participate in SIMS visits and assessments of other PEPFAR priority activities and ensure the follow-up of all findings. C. Provide technical analysis an strategic input to Mission reports, including the COP, Operational Plan, Congressional Budget Justifications, Technical Notifications, and Semi-Annual and Annual Progress Reports and Portfolio Implementation Reviews. D. Liaise with other offices within the USAID Mission, the Embassy, and with other U.S. Government counterparts, as necessary, for the full success of the USAID PEPFAR program. Representational and Reporting - 10 per cent: A. Together with the HIV Team Lead, represent USAID on the inter-agency USG PEPFAR Steering Committee. Represent USAID in designated intra-agency and interagency fora. B. Represent USAID and PEPFAR in designated national, regional, and international meetings that relate to HIV and AIDS, TB and other issues. C. Provide strategic leadership in the development of the PEPFAR inter-agency COP. Contribute to the development of narratives for the COP, the semi-annual and annual PEPFAR reports, congressional presentations, portfolio reviews, performance monitoring plans and other key documents. Specific tasks include editing and verifying submissions for completeness and consistency with PEPFAR guidance. D. Provide leadership of the USAID PEPFAR team in the Health and HIV Office Director's absence, and will be delegated the appropriate authorities to carry out this function. Other Duties - 10 per cent: As a senior member of the Health and HIV Office Team, respond flexibly and capably to a wide range of work-related requirements. This includes, but is not limited to, responding to Congressional inquiries, supporting VIP visits, responding to Washington policy and operational requests, and carrying out ad-hoc assignments dictated by unforeseen operational requirements at the discretion of the USAID/Uganda Mission Director, Deputy Mission Director, and the Health and HIV Office Director.
