- This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 334290. The USMC Regional Contracting Office - National Capital Region (RCO-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to KLAS Telecom Services, Inc. of 12100 Sunset Hills Rd., Reston, VA 20190 to provide a communications gear product known as Voyager Executive Communications Kit (VoyagerECK). VoyagerECK is a two enclave small form factor secure voice and data communications solution. VoyagerECK bundles a chassis for two Voyager half-height modules (VoyagerERm and VoyagerESm), a rugged SIP handset, a battery-backed power supply, and housing/battery backup for a GFE ViaSat HAIPE in a rugged, highly portable package. The VoyagerERm includes embedded Cisco 5915 ESR with Power over Ethernet (POE) and Cradlepoint IBR600NM on black and a VoyagerESm with an embedded managed Layer 2 switch (with PoE and Voyager Ignition Key) on red enclave. Includes Advanced Enterprise Services IOS for the Cisco 5915 ESR. The KLAS VoyagerESm is the only executive communication system component to offer a removable secure hardware token (Voyager Ignition Key or VIK) which allows the Marine Corps to store the classified configurations of the VoyagerESm on the VIK's instead of the flash memory within the module. This allows for the rapid removal of classified configurations for safeguarding as well as the need for half as many components because the VIK can simply be put in any VoyagerESm to run the level of classification needed. Being able to remove the VIK gives the ability to safely check the equipment as baggage on commercial flights in support of Senior Military Commanders to locations world-wide for engagements with senior civilian leaders as well as NATO Troop contributing nations while maintaining a high level of COMSEC security. The KLAS Voyager is also the only system that is completely modular. The KLAS ESR is the same component used in both the rucksack and hotel variants. The KLAS system is also the only one that utilizes built in cellular technology enabling use of cellular phones tethered to the device to make secure connection back to the Base Station. The KLAS VoyagerECK (Router/Switch Module) is a heat sink; there are no internal or external fans which significantly increases the life of the VoyagerECK because no dust gets into the internal components which is abundant in the austere environment Marines operate in when traveling in support of Senior Military Commanders and Government Officials. The KLAS system meets all security requirements while traveling. Currently the Marine Corps utilizes the KLAS 2300 for reach-back capabilities in support of higher headquarters. The kits must be able to utilize any medium of transport, commercial internet, cell phone, air card, satellite and Inmarsat. The kit must also be capable of sharing internet connection as a pass-through service in order to facilitate troubleshooting of local network as well as providing the ability to connect non DOD assets in a segregated manner. VoyagerECK integrates seamlessly into the current network architecture currently accredited and operational for the existing 2300, thus reducing cost to acquire refresh systems by maximizing the reuse of existing components and architecture. Currently, the Marine Corps employs the KLAS 2300 and KLAS Solo to provide support to military commanders. These items have reached End of Life (EOL) and no longer can perform in the environments traveled in or provide the modularity required to support an ever changing and evolving communications support requirement. In an ongoing effort to ensure interoperability with Senior Military and Civilian leadership and provide Secure and Non-Secure communications worldwide the purchase of the Klas VoyagerECK meets these requirements. This notice of intent is not a request for competitive quotes; however firms may provide a capability statement to the Contracting Officer. Capability statements, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Responses shall be emailed to Mr. John Martin, Contracting Officer, at john.p.martin5@usmc.mil so that they are received no later than 24 April 2015, 5:00 p.m. Eastern Time. Late responses will not be considered.
