- 5. SPECIFICATIONS 5.1 General: The Contractor shall construct five defensive positions. Technical Exhibit 2 illustrates the approximate location of the proposed defensive positions locations. Technical Exhibit 3 illustrates the conceptual design for the defensive positions. Contractor shall validate provided designs with his structural and geotechnical engineers to ensure meeting construction codes. The Contractor shall provide all structural and architectural plans to the COR for approval within 30 days of award. All plans shall be developed by an engineer certified in that particular discipline, and comply with appropriate codes. The Contractor shall meet with the government bi-weekly reports and produce meeting minutes and submit to the COR for approval. Once approved all bi-weekly reports and meeting minutes shall become part of the contract specifications. Meeting minutes are due 5 days after the meeting is held. The Contractor shall provide a draft list with corresponding technical information for review with his proposal. Upon approval of the material list by Government, the contractor shall provide sample materials as identified in the approved material list. The Contractor shall submit all material under this section for COR approval and ensure that materials for project shall be environmentally friendly in accordance with paragraph 1.6.18. The Contractor developed plans and works shall comply with quote mark Norma Sismo Resistente quote mark (NSR) - 2010 code, Colombian codes quote mark Norma Tecnica Colombiana quote mark (NTC) - 1500, quote mark Reglamento T cnico del Sector de Agua Potable y Saneamiento B sico quote mark (RAS)-2000, NTC 2050 and RETIE. The Contractor shall include a Lightning Protection System Study IAW NTC 4552. ARSOUTH acceptance of the drawings does not waive the contractor's responsibility to comply with the corresponding codes and rules for the design and construction. The contractor shall submit within 30 days with after contract award, the structural calculations, the construction designs/drawings, and diagrams based on the codes, signed and certified by a licensed structural engineer. He shall provide soil study results with recommended site adapt design. Formats for the drawings shall be submitted in AutoCad 2010 and pdf. The U.S. Army South engineer will approve the design. Neither the U.S. Government's review, approval or acceptance of, nor payment for the requirement required under this contract shall be construed to operate as a waiver of any rights under this contract or of any cause of actions arising out to the performance of this contract, and the Contractor shall be and remain liable to the U.S. Government in accordance with applicable law for all damages to the U.S. Government caused by the Contractor's negligent performance under this contract. The work will be executed based on the following requirements: The contractor shall be responsible for the professional quality, technical accuracy, and the coordination of designs, drawings, and specifications, furnished by the contractor under this contract. The contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, and specifications to meet local and national codes and standards. Once the design is approved, any design changes will be submitted to U.S. Army South Engineer for approval. Contractor shall not proceed without prior approval of the U.S Army South Engineer. If the design changes imply cost to the government, the Contractor shall immediately notify the Contracting Officer. All drawings, specifications, operations and maintenance handbooks, manufacture's information, and other documents derived from the work, will belong to U.S. Army South and should be turned over as well as an original and two copies of the final construction and architectural drawings (as-builts). Format for the drawings shall be AutoCad 2010 and pdf. All designs required in this contract (new constructions and fabrication) shall be validated and approved by contractor professional license engineer and submitted to the COR for final approval. 5.2. Soil Studies and site preparation: The foundation and structure of the defensive positions shall be designed based on the soil studies. The Contractor shall be responsible for conducting the soil studies. The contractor shall submit to the PE/COR within 30 days of award a report elaborating the soil study analysis to determine if the foundation will guarantee the stability of the structure. The contractor shall provide information of how it will conduct soil studies analysis. Final copies of these studies shall be submitted to the U.S. Government project engineer for approval prior pour concrete. Contractor shall prepare location of the defensive positions. Preparation includes removal of the organic layer (as a minimum 305 millimeters), subgrade compaction to no less than 95% of the Proctor standard, backfill with selected material, compaction, and drainage slope. Drainage slope shall ensure divert water away from the defensive position site. Layout depicting cut, fill, patch, drains connections, and asphalt overlay (by others) shall be submitted to the Contract Officer Representative prior to commencement of work. Contractor shall also provide the layout to installation POCs and get POCs approval in writing. 5.3 Defensive position base: The Contractor shall provide a structural base layer to construct the defensive position bases. The layer thickness shall be as a minimum 0.305 meter or as required by the design. The Contractor shall provide selected fill material for the base layer as recommended by modular wall manufacturer and the geotechnical engineer. The material shall be compacted in 102 millimeters lift to a compaction effort of 95% of Modified Proctor compaction effort. The Contractor shall ensure that structural base load bearing capacity can support the defensive position walls and any loads created by seismic action in the area. Contractor shall submit proposed material gradation with his proposal. 5.4 Defensive Positions: The Contractor shall construct five defensive positions using sandbags, 1/8 inch wire mesh reinforcement, structural connections, treated lumber for columns and roof structure. Contractor shall refer to Technical Exhibit 3 for conceptual defensive position design. Estimated inside area for each defensive position is 3 meters by 3 meters by 2.5 high. The final design for the defensive positions, foundation, roof deck, and columns shall be submitted to COR 20 days after Notice to Proceed. The final defensive positions height shall be 2.5 meters from concrete slab. Contractor shall install layers of sand bags on the walls as shown in Technical Exhibit 3. Contractor shall install two rows of sandbags on the roof of the defensive positions. The sand bag approximate size shall be 152 mm x 356 mm x 660 mm. Contractor shall use sandy material as filling. The sandy material shall be manually compacted to avoid any voids. The sandbags shall have resistance to fungus and ultraviolet radiation, long expected life (10 years), and low maintenance. Contractor shall provide a submittal for the proposed sandbag material. The installation consists of placing, anchoring, and stabilizing the sandbags walls. The Contractor shall fill each sandbag with uniform clean sand. Gradation of the uniform clean sand shall be submitted with contractor proposal. The sand shall be manually compacted to avoid any voids. The sand shall be placed inside the bag at its optimum moisture content to reach the maximum density. Contractor shall do random moisture and density test showing to validate the optimum water content and maximum density (as a minimum 3 test per position). Contractor shall provide an installation sandbag pattern to ensure wall load bearing, stability, and any potential inclination. The installation consists of placing, anchoring (if required), and stabilizing the sandbags on the base layer. Contractor shall include the weight of the sandbags in their structural design. Contractor shall use treated lumber for the supporting columns and roof structure. The treated lumber size shall be determined by the final structural design. Contractor shall cover the sandbag walls with a -inch steel welded wire mesh. Contractor shall not puncture the sandbags to secure the wire mesh. Instead it is recommended to use zip ties to tie wire mesh from one side to the other. Once the wire mesh is secure, contractor shall provide a 2.5 centimeter thick concrete protection liner. The concrete liner shall serve as stucco. The Contractor shall provide shooting openings each side of the defensive positions and lintel shall be provided as structural elements. Contractor shall use the Technical Exhibit 3 as a guideline for the design. The design shall consider all the defensive position elements (i.e. sandbags, sand, wooden columns, and roof wooden structure. Contractor shall provide structural analysis and final design to COR for revision and final approval. Contractor shall not start any construction prior the approval. CONTRACTOR SHALL SUBMIT DETAILED SPECIFICATIONS OF THE SANDBAGS, LUMBER, AND WIRE MESH WITH HIS PROPOSAL. 5.5 Technical Exhibits: Technical Exhibit 1 includes the deliverables schedule for this contract. Technical Exhibit 2-Approximate Location shows defensive positions approximate location. U.S. Army South and Colombian Marines representatives will determine exact location. Technical Exhibit 3 shows Defensive Positions concept design in pdf format. The Contractor shall evaluate the U.S. Government design and modify the design to accommodate the site conditions. IT IS CONTRACTOR RESPONSIBILITY TO VERIFY THE APPROXIMATED QUANTITIES IN THIS SOW. 5.6 Final clean up and finishes: The Contractor shall do a final cleaning to include disposal of debris resulting from construction as well as dispose of containers for the materials used during construction. All debris and garbage, excavation materials, debris from the construction, as well as the garbage created by the containers for the materials, such as boxes and bags shall be removed. All the grass that grows in the construction lot during construction shall be cut and clippings moved to the municipal dumps by Contractor. The Contractor shall remove all trash, debris, or surplus materials from the work site and shall leave the work site clean of all debris when work is completed. The Contractor shall maintain the work site in a neat, orderly, and safe condition at all times. The Contractor shall remove debris on a daily basis. The Contractor shall remove all tools, supplies, equipment, and debris upon completion of the contract. Contractor shall coordinate with local Colombia Government agencies to dispose materials in their landfills or designated areas. 5.7 Temporary construction: Contractor shall remove temporary construction of offices, bathrooms, storage areas, and any other construction of a temporary nature from the site as soon as the progress of the project permits. Those places in the grounds occupied by said constructions shall be reconditioned properly, level, and reestablished to its original condition of better. It is recommended to the Contractor to take photos of the original conditions and after construction is completed. 5.8 Warranty: Contractor shall warrant its work against faulty workmanship for a period of not less than one year from the date of Government acceptance of the work provided under this contract. Under this warranty, contractor shall be prepared to return to the work site within one working day after notification without charge to make any necessary repairs as a result of faulty workmanship. Refer to FAR Clause 52.236-5, Warranty of Construction. 5.9 Final Report: The contractor shall submit final report, 2 Digital in English and 1 Digital in Spanish to include all maintenance manuals for all equipment installed, as-built drawings, bi-weekly reports, invoices, final construction schedule, and all other documentation required to turn over the construction project to COR for approval. Final payment will be withheld until final report is received and approved.
