Description
The AFTC/PZIOAD, Operational Contracting Office, Eglin AFB, FL, intends to solicit and award a firm-fixed price contract for one (1) Vacuum (Thermal) Evaporator System. This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is Request for Quotation numbered FA2823-15-Q-8006. The North American Industry Classification System (NAICS) code for this acquisition is 334516 with a size standard of 500 employees. Please identify your business size in your response based upon this standard. This procurement is 100% set-aside for small business concerns. In accordance with the FAR Subpart 13.106-1(a)(2) offerors are notified that the award will be made to the offer that provides the best value to the government after consideration of technical, price, and delivery aspects of the offer. 1. Requirement: CLIN 0001: Vacuum (Thermal) Evaporator System, QTY: 1 EA CLIN 0002: Shipping to Eglin AFB, FL. Minimum Technical Requirements: • Benchtop, portable, turnkey configuration capable of deposition aluminum and/or silver thin films onto various substrates • Standalone system - requiring no building utilities (e.g. water) • Oil based single stage rotary mechanical pump • Air cooled turbomolecular pump capable of achieving chamber vacuum of 10-5 Torr in less than 5 minutes • Minimum two individual thermal sources to allow 2 separate evaporations during operation without breaking vacuum (four sources preferred) • Capable of evaporating metals with melting points up to at least 1700 C • Electrical: 110 VAC/60 Hz • 2 KVA resistance evaporation power supply (i.e. transformer) • 11" wide (diameter or 11"x11" square) by 12" high deposition chamber, at a minimum. • Ionization vacuum gauge with digital readout, to measure vacuum • Interlocks to prevent damage to the system, vacuum pump, or to samples during operation. • Vacuum set point safety switches to ensure electronics will only work when system is safely operating under vacuum • Capability to purge the deposition chamber with different gasses, through a gas port or similar hookup • Maximum system footprint: 3' wide by 3' deep • 1 year warranty for repairs In accordance with, FAR 52.212-1(b)(4), offerors are reminded that as a minimum, offers must show a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. Quoted price should include FOB Destination and be valid through 30 SEPTEMBER 2015. Expedited delivery schedules accepted and encouraged.
