- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify contractors with demonstrated capabilities and experience, providing a means to pump water from the Mississippi River into the complex at the Ted Shank Conservation Area. State if you have trained erection engineers who are knowledgeable in pump installation. Provide business size and a Point of Contact. The information is due April 21, 2015. The Conservation Area is located north of Louisiana, MO just outside of Ashburn MO between Mississippi River Miles 288.5 and 284.5. This is not a Request for Proposal (RFP) announcement, and the government will not pay for this information. In addition, a Pre-Solicitation conference will be conducted on 08 April 2015 at 1:00 pm at the Ray Federal Building, 3rd Floor, Room 3.302 to exchange execution question/answers and project requirements prior to release of a Lowest Price, Technically Acceptable, Request for Proposal scheduled for June 18, 2015 release to the public. The discussions will include the required efforts of the proposed pump station having two 30,000 gallon per minute vertical shaft pumps with formed suction intakes. Pumps will be electric powered by a new power supply line that is currently under contract by Ameren. Items of work associated with, but not limited to the pump station include, but are not limited to earthwork excavation and embankment placement, stone and rock placement of various sizes. 1,000 lb stone will be placed along the Mississippi River near the ends of the intake pipes, h-piles and sheet piles will be driven-in, forming and poring reinforced concrete, 72 quote mark and 84 quote mark steel pipe mechanical work including installation of large vertical line shaft pumps, sluice gates, and flow meters, and all associated electrical work. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis. The Government requests interested offerors submit one (1) copy of their capability and experience response no later than 2:00 p.m., Central Standard Time, on April 21, 2015, and should not exceed 6 one-sided, 8.5 X 11 inch pages, with the font no smaller than 10 point, to the following address: Contracting Division, Attn: Treniece Stith, St Louis District, Corps of Engineers, 1222 Spruce Street, St Louis, Missouri, 63103-2833.
