- Request for Information for Air Force Life Cycle Management Center's (AFLCMC) Air Force Wideband Enterprise Terminals (AFWET) PURPOSE: This Request for Information (RFI) is a Government effort in accordance with Part 10 of the Federal Acquisition Regulation to conduct market research to support potential future planning initiatives through data collection. The Government is issuing this RFI in an effort to identify Economically Disadvantaged Woman Owned Small Businesses (8M) with the technical and/or operational capabilities described in this RFI. This RFI is neither a Request for Proposal nor a Request for Quotation, and does not in any way constitute and/or represent a solicitation or a promise to issue a solicitation in the future. Furthermore, this RFI does not in any way commit the Government to contract for any supplies and/or services whatsoever. At this time, the Government is not seeking proposals; instead, the Government is only seeking information. Organizations that intend to respond to this RFI are hereby advised that the Government will not pay for and/or reimburse any of the respondents' costs or expenses related to the development and submission of this RFI. Accordingly, all costs associated with the respondents' efforts in relation to and concerning responding to this RFI are solely and expressly the responsibility of the respondents. BACKGROUND: The AFWET Program Office, Air Force Life Cycle Management Center/Space, Aerial, Nuclear Networks Division (AFLCMC/HNAS), provides worldwide wideband anti-jam (AJ), anti-scintillation (AS) capable satellite communications in X-band frequencies (future capability - dual X / Ka with Modernization of Enterprise Terminals (MET) upgrade). AFWET sites provide long-haul satellite communications over Super High Frequency (SHF) satellites (Wideband Global Satellite (WGS), Defense Satellite Communications System (DSCS), XTAR and UK Skynet) and serve as the primary Military Satellite Communications (MILSATCOM) backbone for the DoD. AFWET terminals provide communication links necessary to meet crucial national strategic and tactical command, control, communications and intelligence requirements. Additionally, AFWET terminals provide access to Defense Information Systems Network (DISN) services and connectivity to the Department of Defense Information Networks (DoDIN) for deployed warfighters through Standardized Tactical Entry Point (STEP) and Teleport facilities. TECHNICAL SCOPE: AFWET is exploring a potential 8M set aside Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract to engineer, furnish, de-install/install and test radomes and/or de-install/install antenna equipment in accordance with manufacturer's recommendations, the International Building Code (IBC) and federal, state, local (including site-specific) laws and regulations. Activities may include (but are not limited to): site preparation, legacy antenna and Radome de-installation, disposition and disposal, Radome refurbishment/modification, new terminal installation (including antenna racks, cabling, and power panels and input/output panels), testing, Radome installation and testing, and site restoration. The Government is requesting that the Respondent submit information regarding their capabilities/characteristics listed below: •• Knowledge, ability, and utilization of International Building Code (IBC) and federal, state, local (including site-specific) laws and regulations. •• Ability to coordinate required site permits and authorizations to conduct site surveys/ visits with little or no direct program involvement. •• Experience/Past Performance regarding the activities listed in the Technical Scope above. •• Ability and authority to work in foreign countries and the ability to work multiple countries at the same time. •• Decision-making, Courses of Action (COA) development, and other uses of mission dependency information are outside the scope of this effort. The Contractor should simply identify products and technologies which enable automated discovery and identification of assets required to accomplish a given mission. GUIDANCE FOR RESPONSES: Respondents should identify their organization as an Economically Disadvantaged Woman-Owned Small Business. Submission of Proprietary Information Caution : The Government recognizes that the respondents may not be able to respond to this RFI without disclosing information deemed to be "proprietary". Data/information submitted in response to this RFI will be widely distributed and discussed within the Government. Proprietary information will be accepted and handled appropriately. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. Respondents are further advised that the Government's analyses of the respondents' responses may require disclosure to Product Support Services (PSS) contractor personnel. All members of the Government/contractor team will be reminded of their obligation to protect such information to the maximum extent permitted or required by the Economic Espionage Act, 18 U.S.C. 1831 et seq., and other applicable statutes or regulations. In addition, Government personnel will be reminded of their obligation to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. All PSS contractor personnel are required to protect the information by the terms of their contracts. The Government has also determined that the PSS contractor personnel have no organizational conflicts of interest that could adversely affect protection of the information. All responses to this RFI submitted to the Government are expected to be unclassified. Classified responses, if required, must be coordinated before delivery with the listed Program Leads (see points of contact below). Further, all correspondence and technical questions related to this matter should be e-mailed (preferred) or mailed to the below named personnel. Unclassified product capability responses to this RFI must be submitted by e-mail to Mr. Curtis Baldwin ( curtis.baldwin@us.af.mil ) and 2d Lt Justin Koh ( justin.koh.1@us.af.mil ) AFLCMC/HNAS 5 Eglin Street, Bldg. 1624 Hanscom AFB, MA 01731-2142 All submissions are to be submitted to the aforementioned contacts no later than 1500 hours 4 May 2015. Responses should be single-spaced, Times New Roman, 12 point font, with one inch margins, headers, and footers, and be compatible with MS Office Word 2010, with a total page count not to exceed fifteen (15) pages of text with no more than twenty (20) pages of attachments. Responses received after the submittal deadline identified above may be of limited use to the Government given the project schedule. The Respondents are advised that all submissions to this RFI immediately become Government property and will not be returned. All Government, DoD contractor, and MITRE personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. Respondents may also submit supplemental hardcopy materials (such as brochures, etc.) to the above identified Government Program Leads. Responses to this RFI may be reviewed by military personnel, Government civilians, DoD contractors, Product Support Servies (PSS), Professional Advisory Support Services (PASS), and MITRE systems engineers; all of whom are under non-disclosure agreements. MITRE Corporation is a Federally Funded Research and Development Center (FFRDC) and, as such, fulfills an unbiased, non-profit role for the Air Force. The responses may be forwarded to other Government entities in consideration for applicability to other programs.
