Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Performance Aircraft Services Inc. (PASI) located in Grapevine,TX for removal and reapplication of the fuel tank sealant for the NOAA WP-3D research aircraft for the NOAA Aircraft Operations Center located at MacDill AFB, (Tampa) FL. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on March 23, 2015 and closed on March 27, 2015. No responses were received. Justification for Sole Source Sealant removal and replacement on NOAA WP-3D wing surfaces must be accomplished in accordance with NAVAIR approved processes per the Naval Aviation Maintenance Program (NAMP). Performance Aircraft Services Inc. is the only industry source that has demonstrated the process for medium pressure water removal of aircraft sealants and has obtained NAVAIR approval of the process. If the Aircraft Operations Center cannot procure the needed services, it will have a significant impact to reduce the risk of water intrusion, aircraft damage contamination and/or corrosion of the aircraft fuel tank
