- 1. Synopsis: The U.S. Army Medical Research Acquisition Activity (USAMRAA) in accordance with FederalAcquisition Regulation (FAR) 15.201, Exchange with industry before receipt of proposals and (FAR) 52.215-3,Request for information or Solicitation for Planning Purposes, this RFI is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation or commitment by the Government nor will the Government pay for information solicited. The information resulting from this RFI will determine if there are qualified non-personal service providers available in the marketplace to pursue a Small Business competitive procurement in accordance with (IAW) FAR 19.502-2(b), Total Small Business Set-Asides. The Government anticipates issuing a Request for Proposal (RFP) within the next few months. This RFI does not restrict the Government to an ultimate acquisition approach. No evaluation letters and/or results will be issued to the respondents. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. Offerors not responding to this RFI will not be precluded from responding to the solicitation. When the solicitation is released, it will be synopsized in Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. It is the responsibility of any potential Offeror to monitor this site for the release of any solicitation or synopsis. 2. Background: The U.S Army Medical Research and Materiel Command manages and executes research in seven basic areas: medical simulation, training and health information technology, military infectious diseases, combat casualty care, military operational medicine, chemical biological defense, and clinical and rehabilitative medicine. The command is also the research manager for the DoD Blast Injury Research Program Coordinating Office and the Armed Forces Institute of Regenerative Medicine. 3. Scope and Purpose: The Government is seeking specialized expertise for: (1) Knowledge and Management Support Services; (2) Studies and Analysis; (3) Business Process Improvement; (4) Information Management and Processing support services related to the Research Area Directorates (RADs) and the Joint Programmatic Committees (JPCs) in order to provide continuous (a) Knowledge Management, (b) Knowledge Collection, (c) Study and Analysis and (d) Dissemination. The core competencies below support the required specialized expertise. None of the required services are inherently Governmental functions as defined in FAR Part 2.1. However, contract performance requirement in the area of Performance Based Financial Management is considered closely associated with inherently Governmental functions. Therefore, all contractor employees performing work under the budget planning and financial support area must sign a nondisclosure agreement with specific limited access to the Program Decision Memorandum, Program Budget Decisions, Future Years Defense Program, Program Objective Memorandum and Budget Estimate Submission. These restrictions are IAW DoD Directive 7045.14, quote mark The Planning, Programming and Budgeting System quote mark 28 July 1990, and Deputy Secretary of Defense Memorandum, quote mark Control of Planning, Programming, Budgeting and Execution (PPBE) Documents and Information quote mark dated 27 March 2004. 4. Instructions and information are included in the attached RFI/Sources Sought document. Also included as Attachment A is the DRAFT Performance Work Statement. 5. The Government welcomes input and will accept questions pertaining to this RFI; however, the Government reserves the right to answer all questions related to this RFI. Questions pertaining to the RFI are due by 1:00 PM (EST) on 11 April 2015 to brandon.m.roebuck.civ@mail.mil. Only one set of questions per vendor will be accepted. NO PHONE CALLS PLEASE. UPDATE (4/13/15) - RESPONSES TO QUESTIONS HAVE BEEN PROVIDED AS AN ATTACHMENT 6.
