Description
Title: PICOM Cloud Licenses and Support The Centers for Disease Control and Prevention (CDC) and the National Institute for Occupational Safety and Health (NIOSH), Division of Respiratory Disease Studies (DRDS), Morgantown, WV 26505 intents to award a sole source firm fixed price purchase order to Scimage, Inc., 4916 El Camino Real, Ste 200, Los Altos, CA 94022-1445 for PICOM Cloud Licenses and Support. Other software may be able to accomplish this requirement, but we would have to design, validate, and implement a complete system that would cost much more than buying additional licenses. Scimage is the only company that provides the support proprietary PICOM Cloud software that we already use for 80 radiography facilities. Statement of Work Title: PICOM Cloud Licenses and Support Period of Performance: 5/1/2015 to 4/30/2016 SECTION 1 - BACKGROUND NIOSH approved radiograph facilities (hospitals, clinics, and mobile health units) send digital radiographs to NIOSH as part of the Coal Workers' Health Surveillance Program (CWHSP). The CWHSP was created to improve the health of our nation's coal miners and occupational health research. An information system was purchased and implemented in 2009 to enable NIOSH to receive, manage, classify, and store digital radiographs. The original contracts (200-2009-32569 and 254-2010-35292) were awarded to ScImage in Los Altos, CA. ScImage provided a complete customized hardware and software solution that included 80 Picom Cloud software licenses for radiograph facilities. The contracts included optional technical support and updates that could be exercised on an annual basis. The PICOM Cloud portion of that support ends on 8/31/2015, and we have used all 80 of the software licenses. The PICOM Enterprise portion of the support ends on 4/30/2016. SUBSECTION A - DEFINITIONS DICOM - Digital Imaging and Communications in Medicine is the standard for distributing and viewing any kind of medical image. Active Directory - a directory service that Microsoft developed for Windows domain networks that is used by CDC to identify and authenticate employees and contractors that need access to the CDC network. LDAP - Lightweight Directory Access Protocol is an industry standard application protocol for accessing and maintaining distributed directory servers over a network. LDAP is not used at CDC and only Active Directory is supported. Secure ID Key fob - a security token that displays a cyclic number that allows the assigned person to access the CDC network allow with their user identification and password. SECTION 2 - PURPOSE NIOSH needs to purchase 50 additional PICOM Cloud licenses; obtain an annual agreement for custom reporting/Active Directory software support and updates for the Surveillance Image Management System (SIMS); and renew the annual agreement for technical support and remote server updates from 9/1/2015 to 4/30/2016 (8 months). The CWHSP was expanded in 2014 and we have new facilities that need to use the system and send radiographs to NIOSH. Technical support is needed to have ScImage available to fix problems and install updates. ScImage can provide the software licenses, updates, and technical support. The software licenses are needed as soon as the purchase is approved and the tech support is to be provided during the performance dates. SECTION 3 - SCOPE OF WORK The contract should include the following deliverables and services. • Picom Cloud DICOM Transfer software for 50 new sites. • Remote support, testing, and validation for 50 new sites. Each site requires various levels of support needed to troubleshoot and solve any technical problems that are encountered. Remote desktop software should be provided and maintained by the contractor and is only installed at the contractor's location. • Remote support management and meetings. Some of the remote support may require a meeting with NIOSH or assessment of the problem to determine staff assignment. • Picom Cloud software updates. Regular software updates are needed to keep components compatible with the operating systems and internet browsers. Software updates may also be needed when information security requirements change. Picom Cloud software updates will be for a period of 8 months between 9/1/2015 and 4/30/2016. • Picom Cloud remote server support. The contractor will need to connect to the CDC network and install updates on the NIOSH server. Picom Cloud server support will be for a period of 8 months between 9/1/2015 and 4/30/2016.* • Custom reporting software support and updates. The contractor should provide remote technical support and updates for the custom reporting software that was installed in 2010 that allows physicians to complete a classification of each radiograph and automatically send the electronic report to NIOSH for processing.* • Active Directory / LDAP interface support and updates. The contractor should provide remote technical support and updates for the custom active directory interface that was installed in 2014 by ScImage (contract 211-2013-55955). The active directory software allows NIOSH to authenticate using the network credentials provided by CDC and conform to CDC information security requirements.* * The person(s) providing the remote support for the Picom Cloud server, custom reporting software, and active directory interface will need to receive the necessary background checks and credentials for accessing the CDC network. SECTION 4 - TASKS TO BE PERFORMED The contractor will determine the tasks needed to provide the services provided under this contract. SECTION 5 - GOVERNMENT FURNISHED MATERIALS The government will furnish the security credentials and Secure ID key fobs to access the CDC network for no more than 3 of the contractor's employees. No other equipment or materials are provided by the government. SECTION 6 - PERIOD OF PERFORMANCE • Payment for the software licenses and remote installation support is payable upon delivery of the software licenses to NIOSH. The remote support for new facilities is to be provided when needed as long as NIOSH has an active support contract in place with the contractor. • Software support and updates for the custom reporting and active directory interface are to be provided between 5/1/2015 and 4/30/2016 (or from actual award date until 4/30/2016). Payable on or after 5/1/2015 (or actual award date). • Remote server support and updates for NIOSH to be provided between 9/1/2015 and 4/30/2016. Payable on or after 9/1/2015. SECTION 7 - PLACE OF PERFORMANCE All support is remote and provided during normal business days and hours. The contractor is not required to travel to CDC, NIOSH, or health facilities. The Picom Cloud server is located at CDC and will remain in that location. Remote desktop software is to be used to support new facilities installations. CDC credentials and portals are to be used for computers and systems located at CDC or NIOSH. This contract action is for a product for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C 2304(c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The notice of intent is not a request for competitive quotations; however, all quotations/responses received within (15) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
