Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Illumina, Inc., San Diego, CA 92122 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for the purchase of six (6) each WG-314-1002 HumanMethylation450 DNA Analysis BeadChip Kits (96 samples). Each HumanMethylation450 DNA Analysis BeadChip can process twelve samples and analyze >450,000 loci. Each package contains eight (8) BeadChips, along with reagents for amplifying, fragmenting, hybridizing, labeling and detecting ninety-six DNA samples. This research is to understand exposure-induced epigenetic changes. These specific kits are needed for the study of exposure-induced epigenetic (DNA methylation) changes in a human population. The kits are to be processed using existing Illumina iScan and/or HiScan Scanning equipment. These kits are required from Illumina in order to maintain continuity of the Genome Integrity and Structural Biology Laboratory (GISBL) ongoing research project and data. The research project is being conducted in collaboration with the NCI Cancer Genomics Research Laboratory, Bethesda, MD. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. Interested parties may identify their interest and capability and respond to this requirement by submitting written capabilities/specifications to the Contracting Officer listed in this synopsis. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Illumina, Inc.. The NAICS Code/Size is 325998/500 Employees. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
