Description
Project Title: Pest Control Services and Exterminating The Mission and Installation Contracting Command - Fort Carson (MICC-FC) has indentified a service requirement for pest control services. This Announcement is neither a Solicitation nor a Request for Proposal and does not obligate the Government to any contract award. The purpose of this Sources Sought Notice is to determine the interest and capability of potential firms relative to the North American Industry Classification Code (NAICS) 561710 Exterminating and Pest Control Services. The Small Business Size Standard is $11.0 million. The Government will use responses to the sources sought synopsis to make an appropriate acquisition decision about soliciting this project. Service Information: In an effort to properly manage pest control and eliminate their management and disposal as a hazardous waste, the Fort Carson Directorate of Public Works (DPW) desires to obtain the services of a certified local contractor. The contractor must possess a Colorado Qualified Supervisor's license with categories 110, 302 and 304 (Public Health, Outdoor Vertebrate, and Residential/Commercial Pest Control) endorsements. The personnel performing applicator duties must have a current certified operator's license with these same endorsements as the supervisor. These tasks cannot be performed by organic government personnel. Pest control services will be provided for use in accordance with the performance work statement such as; scheduled and unscheduled inspections and control of public health and disease vectors as well as other miscellaneous pests which will adversely affect Fort Carson's mission, military operations; the health and safety of people; or structures, material; or property. Scheduled control services is for the inspections and control of bed bugs, fleas, mosquitoes, cockroaches, ants, venomous and stinging insects, prairie dogs, spiders, rodents, birds, snakes as well as other pest common to Colorado, but not limited to the contractor abiding by the Army standard of integrated pest management and limit the use of toxic material while still achieving required pest management objectives. This effort reduces human exposure to these chemicals; a critical mission objective when dealing with Medical clinics, Child Development Centers, Food Handling Facilities and Barracks. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform pest control services to Fort Carson, Colorado. Services include vendor providing pest control services to the entire installation when pest issues arise. Also, provides monthly service to 58 facilities which includes medical and dental clinics, dining facilities, Commissary and Exchange facilities and another 174 facilities that receive quarterly service which includes range support facilities, Aircraft Hangers, TEMFS, Fire Stations, Youth Centers, Chapels and working dog kennels. For additional information please see the attached performance work statement (PWS). In responding to this sources sought, please provide the following: 1. Interest and capability to provide the services as described above, including percentage to be self-performed and sub-contracted; 2. Company profile to include your DUNS number, cage code, and a statement regarding your current business status (small/large), if a small business identify whether or not your classification includes a specific classification. (i.e.-certified 8(a), Service-Disabled Veteran-Owned (SDVOSB), or certified HubZone) 3. Experience performing efforts of a similar in size and scope including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, a Government point of contract with current telephone, and a brief description of how the referenced contract relates to the construction described herein; 4. Company information to include name, physical address, phone number and email address. The Government is not responsible for any costs incurred by respondents regarding any responses to this notice. Respondents should not submit any proprietary information when responding to this notice. Respondents should also note that the Government will not return any information submitted in response to this notice. All information must be submitted to the point of contract below, via the listed email address no later than 27 April 2015, 4:00 PM Mountain Time. Telephone inquiries will not be accepted. Responses to this notice are limited to five (5) pages, single sided, size 12 font and shall be e-mailed to Mrs. Nickea Fludd, Contract Specialist, at nickea.k.fludd.mil@mail.mil. The release date of any synopsis or solicitation (if one is to be done) is not known at this time. The solicitation, if issued, will be made available on the Federal Business Opportunities (FBO) web site at http://www.fbo.gov. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All contractors MUST be registered in the Systems for Award Management database or their proposal will not be considered. Contractors can obtain further information on the SAM website at http://www.sam.gov. Prospective offerors who would like their company name included on the Bidders Mailing List may do so on the FBO website under quote mark Interested Vendor's List quote mark. It is still the vendor's responsibility to check the website for any announcements. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs. This Sources Sought Synopsis is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Advocate for Competition at dean.m.carsello.civ@mail.mil. Finally, please provide the specific aspects that unreasonably restrict competition and your rationale.
