Reinforce Catacomb Roof for SLS Block 1B Vehicle, Launch Complex (LC) 39B Contracting Office Address NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description SOURCES SOUGHT NOTICE Reinforce Catacomb Roof for Space Launch System (SLS) Block 1B Vehicle, Launch Complex (LC) 39B INTRODUCTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy Space Center (KSC) is seeking capability packages from all categories of small business firms for the purpose of determining the appropriate level of competition and/or small business subcontracting goals for a construction project to Reinforce Catacomb Roof for SLS Block 1B Vehicle, LC 39B at Kennedy Space Center, Florida 32899. The North American Industry Classification System (NAICS) code for this procurement is 238110, Poured Concrete Foundation and Structure Contractors, with a small business size standard of $15 million. Estimated award date for this contract is July 2015, with a project period of performance of approximately 314 calendar days. Estimated award amount is between $1,000,000 and $5,000,000 and is intended to be awarded to one company as a firm-fixed price contract. SCOPE OF WORK The general scope of work for this project includes the structural reinforcement of the catacombs roof utilizing cast-in-place concrete beams and incidental related work. The completed construction of the reinforcement will increase the structural capacity of the existing LC 39B catacomb structure to support the program launch vehicles. The LC 39B will be undergoing other construction modifications during the performance of this construction project and close coordination with the Governments team will be required. Specifically, this project consists of, but is not limited to: A.The structural reinforcement of the catacombs roof utilizing cast-in-place concrete beams.Beam construction will involve post-installed adhesive anchors, reinforcing steel, galvanic anode installation, forming and shoring at a ceiling height of approximately 38 feet above finished floor. B.Construction in the catacombs will be in areas with limited access and workspace due to existing duct, cable tray, up to 84 inch diameter piping, and/or other obstructions. Access to the catacombs includes limited clearances. C.Post-installed adhesive anchor installation shall be performed by a contractor with a minimum of 3-years experience performing similar installations, and by personnel carrying ACI-CRSI certification. The contractor will be required to conduct thorough training of installers on this project with the anchor manufacturer. CAPABILITY STATEMENT It is requested that interested business firms having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit to the contracting office a capabilities statement demonstrating ability to perform the services listed above. The capability package shall be no more than ten (10) pages in length and printed in not smaller than 12 point type. A page is defined as one side of an 8-1/2 inch x 11 inch sheet of paper, with at least a one inch margin on all sides. The submission may be submitted on single or double sided sheets, but shall not exceed the 10 page limitation. Each 8-1/2 inch x 11 inch page will be considered 1 page when printed on one side and considered 2 pages when printed on both sides. As a minimum, the capabilities statement will consist of the following: 1 page cover sheet referencing Source Sought Notice NNK15GLANOWSKI_CATACOMB_LC39B, Capabilities Statement Reinforce Catacomb Roof for SLS Block 1B Vehicle, LC 39B. And; 4 pages discussing: 1.Provide your company name; address; DUNS number; and primary point of contact (i.e. E-mail, address and phone number). 2.Business size and number of employees. Specifically state whether your firm is a large or small business in NAICS Code 238110. If you are a small business firm, specifically identify if you are a HUBZone small business concern, a service-disabled veteran-owned small business firm, 8(a) contractor, a woman-owned small business or an economically disadvantaged small business firm. Provide a description of your principal business activity and number of employees. 3.Financial Capability Provide bonding capacity indicating your companys single and aggregate bonding capability. Provide the most current Balance Sheet and Income Statement, and the firms average annual revenue for the past 3 years. 4.Experience Provide the number of years in business and a summary of relevant work performed in the previous five (5) years. Provide a brief description of each project to include: project title, dollar value of work performed, and indicate if you were the prime or a subcontractor. Relevant experience for the purposes of this Notice can be defined as, but not limited to, the following: a.Projects involving cast-in-place structural concrete repairs and structural reinforcement work that resulted in an increase in the structural capacity of an existing structure. b.Projects involving post-installed adhesive anchor installation and ACI-CRSI certified installers. c.Projects where access to the work was/is difficult due to height of the structure, existing obstructions, and with limited clearance access. d.Construction projects similar in scope, complexity, and dollar amount of this catacomb roof project are considered relevant. Remaining pages can be used to further elaborate on pertinent experience information. Capability packages must be submitted electronically, via e-mail, to Robert Glanowski, NASA Contract Specialist, at the following email address: robert.glanowski@nasa.gov no later than 4PM EDT on May 13, 2015. NASA/KSC will review all responses that comply with the submission instructions using the following criteria: breadth, depth and relevancy of experience as it relates to the work described above. NASA does not plan to respond to individual responses and does not intend to post information or questions received to any website or public access location.
