Description
This is a draft PWS for sources sought announcement for comment and review. Sources Sought: 88th Regional Support Command, Medical Equipment Consolidation Site, Ogden, UT Operations In support of the US Army Reserve 88th Regional Support Command (RSC), Medical Equipment consolidation Site (MECS), the U.S. Army Engineering & Support Center in Huntsville, Alabama seeks Biomedical equipment maintenance, warehouse operations and logistics support to operate the MECS located at Ogden, UT 1. Contract Information: The U.S. Army Engineering and Support Center in Huntsville (CEHNC), Alabama intends to solicit and award a small business set-aside, stand-alone contract, for operations of the MECS, Ogden, UT. The services to be provided include support for Table of Organization & Equipment/Table of Distribution and Allowances (TO&E/TDA) assigned medical equipment from various US Army Reserve Medical units from the US Western Region. Tasks will include: receiving and accounting for the equipment; inventory and technical inspection of equipment; scheduled maintenance and servicing of equipment; effecting repairs on unserviceable equipment; prepare unserviceable equipment for evacuation; conducting procurement actions for repair parts/consumables; warehouse operations; and tool room/parts supply operations. The lead Biomedical Technician (BMET) shall have the following credentials: Graduate from a DoD or Civilian biomedical technician school (e.g. DoD BMET Basic Course & 3+ years experience in healthcare and/or medical research and mechanical maintenance operations OR 5+ years experience in healthcare and/or medical research/medical maintenance operations in lieu of a technical degree. Remaining BMET personnel shall have similar credentials appropriate to their level. Interested sources should respond to the questions presented within this announcement in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine if the pool of qualified and interested small business firms is significant enough for a total set-aside competition restricted to small businesses. The Government does not intend to rank submittals or provide any reply to interested firms. The first year projection is for approximately 16,000 hours of BMET labor, 4,000 hours of warehouse operations and 6,000 hours of admin/supply effort. 2. Project Information: The 88th RSC provides a consolidated maintenance and storage facility (Medical Equipment Concentration Site - MECS) available to Medical Reserve units within the 88th's AOR. These units are not required to make use of this facility, and depending on the circumstances for a particular unit may opt for some or all of their sets, kits and outfits to be stored at the MECS. When units determine they will make use of the MECS, they will ship the equipment to be stored to the facility and conduct a joint inventory with the MECS custodian. Units are required to perform an annual inventory of the unit's equipment at the MECS. Equipment will have an annual (unless specified differently) technical Inspection (TI) by the maintenance team at which time preventative maintenance is performed and any discrepancies are corrected by the maintenance team. When the equipment is needed by the unit, for training, mobilization or other unit requirements, the unit will request all or some subset of their equipment be returned from the MECS. Upon completion of the requirement, a technical inspection will be performed on the returned equipment to ensure it is clean and serviceable. Place of Performance for this effort will be 649 West 400 North, (Bldg 11C), Ogden, Utah, 84404-1372 3. Submission Requirements: This sources sought announcement is restricted to small businesses. The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) 811219, Medical Surgical Equipment Repair, and 439190, Warehousing. Interested firms should submit a document describing relevant demonstrated experience and qualifications via email to Christopher.t.shepard@usace.army.mil no later than 17 April 2015 in the following format: Submissions should not exceed 10 (ten)- 8.5 inches x 11 inches pages (five pages if printed two-sided) in no smaller than 11 point font size. The submission should address all questions in the sources sought questionnaire below and your ability to perform the work as stated in the contract information section of this sources sought request. In addition to submitting a response to the sources sought questionnaire, interested firms are invited to review the attached draft scope of work and provide comments. There is no specified page limit or format for feedback on the draft scope. This synopsis is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. No hard copy of facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) will not be considered. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. See FAR subpart 9.6 for Government policy on teaming arrangements, as well as 8(a) Program regulations described in 13 CFR 124.513.) 6. Provide at least 3 examples of similar or comparable projects in terms of scope, size and complexity for which you were the prime contractor, joint venture partner or first tier subcontractor responsible for the medical equipment maintenance, warehouse operations, and/or maintenance/supply operations. Identify the scope of your contractual responsibilities, the location, client, and size of project in terms of construction cost and equipment managed.
