Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOATION. The National Institute of Environmental Health Sciences (NIEHS) Research Triangle Park, NC 27709 intends to negotiate with Coherent Inc., Santa Clara, CA 95054, pursuant to 41 U.S.C.253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. Award is subject to Justification for Other Than full and Open Competition (JOFOC) approval. This request is for the renewal of a one (1) year productive plus service agreement on existing (3) Coherent Chameleon Laser Systems:.Serial numbers, GPD.1121788.6125, GDP.1094228.5763, and: GDP.1185894.6010. The maintenance agreement covers all replacement Parts, including FAP-I's, Labor and Travel, for 12 months or 1500 hours of operations. The period of service is May 1, 2015-April 30, 2016. Coherent Inc. holds the proprietorship on all components of these instruments. These lasers serve as the primary source of excitation light at for the NIEHS' multi-photon microscopes. It is critical for this service agreement to be in place because if downtime should occur, it takes approximately 2months for the lasers to be repaired and returned. Since Coherent lasers are proprietary, only Coherent certified service engineers can perform services as they do not allow third party vendors to service their equipment. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Coherent Inc. The NAICS Code/Size is 811219/20.5M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
