THIS RFI IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSAL (RFP), OR REQUEST FOR QUOTES. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSION OF INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR RESPONSES. US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD), is conducting this RFI to identify potential sources for the development of EW capabilities as described below on behalf of Program Executive Officer (PEO) Intelligence & Electronic Warfare & Surveillance (IEW&S), Program Manager (PM) Electronic Warfare (EW), Product Director (PdD) Counter Remote Controlled Improvised Explosive Device Electronic Warfare (CREW). Description: This is a Request for Information (RFI) for planning purposes, as part of a market survey on services for a mounted CREW system. Requirements have been identified for a mounted CREW system in order to support the Government of the Islamic Republic of Afghanistan (GIRoA) currently being supported by the U.S. Central Command (USCENTOM). The currently fielded mounted CREW system, Symphony, is being used by the Afghan National Security Forces (ANSF) is not sustainable by the GIRoA; consequently an Afghan sustainable replacement system is required. Approximately 2000 systems will be required to support this requirement with a 10 percent attrition needed to support for a five (5) year time period. This mounted CREW system will be required to provide force protection against RCIED threats in tactical vehicle, specifically the MaxxPro Mine Resistant Ambush Protected Vehicle (MRAP), Armoured Security Vehicle (ASV) and High Mobility Multipurpose Wheeled Vehicle (HMMWV). With the allotted space within the tactical vehicles established, it is the Government's intent to maximize the reuse of Symphony parts such as antenna mounts and vehicle wiring (Photos of the antennas mounts and vehicle wiring will be made available upon request). As a result, this mounted CREW system shall not exceed 18 quote mark H x 22 quote mark W x 30 quote mark D (457.2mm H x 558.8mm W x 762mm D). This mounted CREW system must be releasable to Afghanistan and meet International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). Additionally, the mounted CREW system must be able to be sustained by the GIRoA without the support of the Original Equipment Manufacturer (OEM) and/or Field Support Representatives (FSRs). In order to help GIRoA sustain the mounted system a training package that will include integration and a quote mark train the trainer quote mark package. Additionally, in order to eliminate the need for FSRs and reduce the complexity of installation and operation, the mounted CREW system will be required to have color coded cables along with error proof cables, preventing user error in connecting the mounted CREW system. Error proof cables may include keyed connectors to be used with specific matching ports on the mounted CREW system. Ideally, the mounted CREW system should have a Remote Control Unit (RCU) with simple and easy to understand lights for operation and/or a display readout. The RCU is not a mandatory requirement. The mounted CREW system will be required to provide protection against Radio Frequency Triggers used to denote IEDs. The desired mounted CREW system is a Commercial Off The Shelf (COTS) solution. The mounted CREW system is desired have no more than four (4) antennas. All of the mounted CREW system antennas will be required to be ruggedized and able to withstand low hanging debris and environmental obstructions. The mounted CREW system will be required to weigh less than 100 pounds. The mounted CREW system will be required to not exceed three (3) sub-systems however the mounted CREW system will need to be able to power by nominal 24 Volts Direct Current (VDC). The mounted CREW system will be required to operate and be stored in temperature environments between 0 0 F (-18 0 C) to 122 0 F (50 0 C). Additionally, the mounted CREW system will be required to withstand shock and vibration in compliance with MIL-STD-810G Procedures. Lastly, the mounted CREW system must have NO hardware or software that is in use by any CREW system within the United States (US) Department of Defense (DoD), Department of Homeland Security (DHS), Department of State (DoS), or any other US Government entity. The Government requests that interested parties submit white papers that fully describe their system capabilities in as much detail as possible. Based on the white paper submission, the Government may elect to conduct a one-on-one discussion based on its analysis of the RFI response, to include the quality of submission and level and scope of the information provided. This may include visit to contractor facilities to assess firsthand the validity of described capabilities and, if needed, its demonstration. Any capability and demonstration must be available for Government assessment no later than 14 May 2015. Those capabilities that show promise may be selected for additional testing at a Government lab on Aberdeen Proving Ground, MD. Test results from closed loop or compatibility testing may be releasable to other DoD activities. NOTE THE GOVERNMENT IS UNDER NO OBLIGATION TO CONDUCT DISCUSSION OR REQUEST DEMONSTRATION, NOR IS IT LIABLE FOR ANY COSTS OR EXPENSES INCURRED IN RESPONDING TO THIS RFI. Answering this Market Survey/Response Format: Interested parties who believe they are capable of fulfilling this requirement are invited to submit a white paper fully describing their system capabilities. The paper must include company name, company address, overnight delivery address (if different from mailing address), cage code, point of contact, e-mail address, telephone number, fax number; business size, unique qualifiers (e.g. large, foreign, small disadvantage, veteran owned, woman owned, etc.). Interested parties are requested to respond to this RFI in Microsoft Word Office 2007 compatible format. RFI responses are limited to 15 pages, including cover and administrative pages. Response documents shall be written using a 10 point font size or larger. The Government acknowledges its obligation under 18 U.S.C. 1905 to protect information qualifying as confidential under this statute. Pursuant to this statute, the Government is willing to accept any proprietary (e.g., trade secret) restrictions placed on qualifying data forwarded in response and to protect it from unauthorized disclosure subject to the following: 1.Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2.In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as proprietary may diminish or eliminate the usefulness of your response-see item 3 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3.The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4.Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the proprietary legend, with any explanatory text, on both the cover of the transmittal e-mail and the beginning of the file itself. Where appropriate for only portions of an electronic file, identify where the restrictive legends proprietary portion begins and where the proprietary portion ends.
