- Questionnaire THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Systems Command (NAVAIR) is requesting information pertaining to Systems Engineering and related technical services. The Naval Air Warfare Center Aircraft Division (NAWCAD) at Joint Base MDL, NJ is releasing the below draft top level Statement of Work (SOW) as part of a Request for Information (RFI) to identify interested parties and solicit comments to improve the quality and clarity of the detailed SOW which will be part of the Request for Proposal (RFP) for the engineering services requirement. The Government's intent is to release a five (5) year (one 12 month base period with four 12 month option periods) Request for Proposal. The NAWCAD is searching the market to find corporate capabilities and interest available to provide engineering and technical services to the Support Equipment (SE) and Aircraft Launch and Recovery Equipment (ALRE) Department for design, development, evaluation, installation, and maintenance of SE and ALRE systems. Contractor Support Services include but are not limited to the following draft top level Statement of Work (SOW): •Technical support for Fighter and Vertical/Short Takeoff and Landing (VSTOL) and Special Missions Aircraft Common Support Equipment (CSE) and Peculiar Support Equipment (PSE), Reliability Maintainability and Integrated Diagnostics (R,M & ID) and Information Assurance (IA). •Technical support for Avionics Systems PSE, CSE, RAM and IA. •Technical support for Aircraft Servicing, Tool Control and Pollution Prevention Systems PSE, CSE, RAM and IA. •On-site representatives (OSRs) to support acquisition, site activation and design and development engineering tasks at but not limited to NAVAIR Lakehurst, NJ, Marine Corps Air Station (MCAS) New River, NC, and Hurlbert Field and Kirtland AFB, NM. •Technical support of design and development of test equipment system software, including operating systems, compilers, computer graphics, system control software, support software tools, embedded software applications and networking protocols for the various API programs. •Support of other DoD Technical Activities on platforms, avionics, and associated SE, such as participation in the IPTs under the DoD ATS Executive Directorate. •Planning and implementation for the development of OTPS for CASS/eCASS in support of NAVAIR requirements. •Support Equipment Installation Engineering and initial outfitting for new and/or modified SE for CV/CVN, L-Class and shore based facilities. •Technical support for Propulsion PSE/CSE, engine test system and Test Program Set (TPS) development. •Aircraft and Armament Handling SE support for new SE; develop system design requirements; acquisition support; ISE support. The following general labor categories, estimated hours per year, and qualifications are required for this effort. *Senior level categories will generally be key labor categories. Labor Category: Engineer/Scientist (Electrical and Mechanical) Junior, Journeyman, *Senior Estimated Hours Per Year: 30,000 Qualifications: Education: Baccalaureate degree from an accredited college in a "Relevant Engineering or Science Field". Experience: ranging from at least one (1) year to at least (10) years of experience supporting DoD Aviation Support Equipment or Aircraft Launch and Recovery Equipment, as applicable. Experience with MS Excel, MS Power Point, MS Word, Pro-Engineering and Pro-Mechanica, LABVIEW and ORCAD as applicable for the specific projects. Labor Category: Engineering Technician Estimated Hours Per Year: 32,000 Qualifications: Education: AS or AA in a relevant technical discipline. Experience: Four (4) years practical experience supporting Aviation Support Equipment, preparation and modification of engineering documents, drawings as applicable, and installation of such equipment. Labor Category: Software Engineer: Junior, Journeyman, *Senior Estimated Hours Per Year: 10,000 Qualifications: Education: Baccalaureate degree from an accredited college in a "software related field". Experience: ranging from at least one (1) year to at least (10) years of practical experience supporting DoD Aviation Support Equipment or Aircraft Launch and Recovery Equipment, as applicable. Labor Category: Program Manager, *Senior Estimated Hours Per Year: 7,000 Qualifications: Education: Must have high school diploma. Experience: At least twelve (12) years of fleet type experience supporting DoD acquisition management, with three (3) years supervisory experience. Labor Category: Information Assurance specialist: *Senior Estimated Hours Per Year: 2,000 Qualifications: Education: Baccalaureate degree from an accredited college in a "software field". At least seven (7) years of practical experience with software intensive DoD systems on IT-related networks, hardware, software, or subject to Clinger Cohen Act. Labor Category: Program analyst Estimated Hours Per Year: 3,000 Qualifications: Education: Baccalaureate degree from an accredited college in a Business Management or similar discipline. At least four (4) years experience in program management, with demonstrated experience in the program/project status and schedules. Demonstrated knowledge of SECNAV, OPNAV and OSD policy. Total Hours per year: 84,000 Total hours for 5-year contract: 420,000 All personnel must be United States citizens and will require at a minimum a Secret clearance. Response Topics Topic 1: In addition to receiving comments on the top level SOW, the Government is interested in obtaining information from industry concerning capabilities to meet the requirements of the SOW. In addition to your response to these specific topics, the Government requests that respondents complete the questionnaire in Attachment 1, based upon the requirements communicated in the SOW. This RFI is for market research and is not part of any down selection process. Topic 2: The Government anticipates that this will be released under the North American Industry Classification System (NAICS) 541330 Engineering and Technical Services. Under this classification, small business SBA 8(a) BD Program participant is identified as a business having less than $35.5M in annual revenues. This requirement will require a SECRET facilities clearance. The Government welcomes responses from industry, to include small business as well as large business. If your company is considered a large business, provide your subcontracting strategy of how you would best incorporate small business, small disadvantaged business, woman-owned small business, HUB Zone small business, veteran owned small business, and service disabled veteran owned small business, in the overall performance of this effort. Topic 3: The Government has structured standard-based task areas to ensure that the current and future requirements are met over the term of the contract. These requirements, however, need to be tightly integrated. The Government wants to avoid stove-piped responses, and so is in favor of an integrated team to provide boundary-less support within the scope of the tasking, with only exceptions for some elements of network defense and security which need to be offset to ensure the integrity of those processes. Coincidentally, the Government wants a structured approach, with best of breed, standards based, repeatable processes and a strong program management office. Please comment on how the SOW could be structured to reinforce these desires. RFI Response Instructions Complete the questionnaire located in Attachment 1 to provide the requested information. Any questions should be submitted via email to katelyn.oconnor@navy.mil Responses to the RFI should be submitted electronically to Katelyn O'Connor via email to katelyn.oconnor@navy.mil Responses shall be limited to the below topics and are bound by sectional page limits. 1)Discuss your interest in this requirement and corporate capabilities to satisfy all elements of this requirement, in terms of anticipated size and complexity. (no more than 3 pages) 2)If you are a small business, discuss the suitability of this requirement for a small business set-aside. (no more than 1 page) 3)Provide recommendations for the full SOW which will appear in an RFP, to have the benefits of standards-based, structured services without encouraging stove-piped solutions from industry. (no more than 2 pages) 4)Provide recommendations for the full SOW which will appear in an RFP, to incorporate performance based approaches for contract execution. (no more than 2 pages) A page is defined as a single sided 8.5" by 11" page using 1 inch margins from each edge. Response must be in font size 12, Times New Roman. Inclusion of the questionnaire, Attachment 1, is in addition to the above mentioned page count. The information shall be submitted as UNCLASSIFIED. Do not submit any documents (letters, corporate statements or marketing information) other than the completed Questionnaire and the (up to 8 page max) responses on the draft top level SOW. The Government may elect not to discuss submissions received in response to this RFI with individual responders. There is no requirement to respond to the RFI in order to be eligible to propose on the planned RFP. However, the Government places tremendous value on the information received and may utilize it to finalize its acquisition strategy. Respondents shall fully use this opportunity to describe proven capabilities in performing services similar to those described in this draft top level SOW. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e) responses to this notice are not offers and cannot be accepted by the Government to form a binding contract/agreement. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the results of the review. NO FORMAL SOLICITATION EXISTS AT THIS TIME.
