- SOURCE SOUGHT SYNOPSIS 249th Complex Renovation Fort Belvoir, Virginia W912DR-15-R-0036 This is a SOURCES SOUGHT NOTICE which serves as a market research tool to obtain information from industry and will be used for preliminary planning purposes. Only firms who respond to this announcement by submitting the requested information will be considered in determining whether to set-aside this requirement for small business concerns. THIS IS NOT A SOLICITATION FOR PROPOSALS, QUOTATIONS, OR BIDS AND NO CONTRACT SHALL BE AWARDED AS A RESULT OF THIS NOTICE. The Government is under no obligation to issue a solicitation as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow-up information. Respondents will not be notified of the results of this notice. PROJECT DESCRIPTION: The U.S. Corps of Engineers Baltimore District is seeking sources for a construction project entitled, 249th Facility Renovation. This will be a firm-fixed price construction contract. The place of performance is located in Fort Belvoir, Virginia. Construction magnitude is between $1,000,000.00 and $5,000,000.00. The construction duration will be approximately 414 calendar days. The anticipated North Industry Classification System (NAICS) for this requirement is 236220 (Commercial and Institutional Building) and Business Size Standard of $33.5 Million. The scope includes renovation of administration and maintenance building 1417 which is approximately 33,000 square feet. The renovation includes demolition of existing engineering systems and architectural elements. The new work includes HVAC, mechanical, plumbing, electrical, communication, structural, and architectural systems. Maintenance bay renovation shall include, but not limited to, installation of new equipment for Engine Generator Maintenance and Wheeled Vehicle Maintenance. Renovations shall correct facility deficiencies and allow for a more efficient workflow throughout the entire building. INTERESTED SOURCES: Interested sources must submit a narrative demonstrating their qualifications to perform the work as described above. The narrative shall include a summary of qualifications, details of similar work experience, including dates of performance and references with contact information. Contractors should present and identify all expertise, types and number of equipment, bonding limit, and name and number of personnel. The Contractor must have access to equipment to perform the work they will perform, and should describe the elements of work they would likely self-perform. The Contractor should be familiar with the Federal safety manual and provisions of the Davis-Bacon Act. Narrative shall be no longer than 10 pages. Comments will be shared with the Government and the Project Management Team (PMT), but otherwise be held in strict confidence. SUBMISSIONS: Must submit the following at a minimum: 1. Company name, address, phone number, and email address for a point of contact. 2. Company's CAGE Code and DUNS Number to verify your business status as a qualified Small Business, Small Disadvantaged Business, Service Disabled Veteran Owned SB (SDVOSB), Veteran Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZone), Certified 8(a) or Women- Owned Small Business (WOSB. 3. Indicate the primary nature of your business. 4. Percentage of work capable of being performed with your equipment. 5. A letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor. 6. Email responses are required. Responses to this announcement are due not later than 10:00 A.M. EST, Monday, 27 April 2015 to Sharla Andrews at sharla.r.andrews@usace.army.mil.
