- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is 10665129 and is issued as a Request for Proposal (RFP). Request for Proposal are due by 14 May 2015, 1:00 p.m. (PST). The RFP will result in a firm fixed price contract. This solicitation is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 339920. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting quotes t o procure the following supply or services: BRAND NAME OR EQUAL CLIN 0001 Provide Team Wendy EXFIL Helmets Provide Thirty Five (35) EA Team Wendy EXFIL Helmets, Size XL, Part #72-32S Provide Twenty Five (25) EA Team Wendy EXFIL LTP with Coyote, Size M/L, Part #72-31S Minimum Specifications: (1) Polymer shell is extremely durable, high strength Lexan polycarbonate copolymer with integrated rail system for ease of mounting light and safety accessories. Includes high-cut design with clearance for communication headsets. Ventilation outlets/cutouts across the top of the helmet for body heat release, natural air flow and cooling and better performance under hot weather conditions. (2) Helmet Pad System using Moisture wicking pads that deliver true multi-impact performance to mitigate concussive-level impacts and sizing and individual fit is achieved through use of multiple comfort pads provided. (3) Helmet Retention System has cam-lock sliders for one-handed adjustment and secure Closure System for optimized stability and fit. (4) Helmet Rail 2.0 system constructed of strong glass filled polymer and securely mounts light and safety systems to its Picatinny rails. Lower rear center-release-buckle (CRB) acceptor, also functions as rear t-slot entry. Rear t-slot positioned for increased strength and slip resistance against forward pulling forces. Additional entry point on upper t-slot allows access to front bungee or other accessory with headset adapter or other mounts still in place. CLIN 0002 SideWinder Compact II Lights Provide Sixty (60) EA SideWinder Compact II, Part #14512 Minimum Specifications: (1) Can operate with any of the following batteries: one 3V CR123A lithium, one AA lithium battery or one AA alkaline battery. (2) Four individual light sources: C4 LED, white, impervious to shock with 50,000Hr lifetime, 5mm Blue LED, 470 nm peak wavelength, impervious to shock with 100,000Hr lifetime, 5mm Green LED, 880 nm peak wavelength, impervious to shock with 100,000Hr lifetime, and 5mm Red LED, 630 nm peak wavelength, impervious to shock with 100,000Hr lifetime. (3) Pull-to-turn rotary selector knob prevents accidental mode changes and allows selection of LED color. (4) Rubber dome actuator and 4 position pull-to-turn locking rotary selector knob with tactile indicator provides easy operation even when wearing heavy gloves. Cord attachment hole provided in clip capable of supporting 25lbs of load (8) 3 meter impact resistance tested and IPX7/waterproof to 1 meter for 30 minutes. O-Ring and gasket sealed openings.
