Description
NASA/LARC has a requirement for twenty-one (21) dual-plate frangible joint test specimens, the associated dimensional configuration documentation, the associated material property specification documentation, and the acceptance data package of design/manufacturing documentation for the test specimens. Destructive testing on the dual-plate frangible joint test specimens will be performed by the NASA Engineering and Safety Center (NESC) at the NASA White Sands Test Facility. NASA/LARC intends to purchase the items from United Launch Alliance (ULA), Centennial, CO. In support of the Commercial Crew Program, the NESC is performing an assessment of the safety, reliability, and risk of using single mild detonating fuse (MDF) frangible joints for human spacecraft separation tasks. The NESC is conducting an empirical test program to determine the effects that various design parameters and thermal and dynamic flight environmental factors have on single MDF frangible joint separation capability, which will in turn provide design guidance for safe and reliable frangible joints supporting human spaceflight. This empirical test approach is necessary to provide an understanding of component and material sensitivities and interactions of multiple frangible joint designs, one of which is the dual-plate frangible joint. ULA has deemed existing pre-assembled dual-plate frangible joint test specimens in their inventory as excess, making the specimens available for the NESCs immediate use in its testing program. Testing of the dual-plate frangible joint design is time critical in providing the Commercial Crew Program and the Agency with important insight into future manufacturing and use in manned spaceflight endeavors. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 24, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
