- Synopsis for HVAC, Electrical, and CRAC Services at Peterson AFB SYNOPSIS General Information Document Type: Presolicitation Notice Solicitation Number: FA2517-14-R-5001 Synopsis Posting Date: 14 Apr 15 Response Close Date: 29 Apr 15 Classification Code: J - Maintenance, Repair & Rebuilding of Equipment Set Aside: 8(a) Competitive Set-Aside NAICS Code: 561210 - Facilities Support Services Subject: Synopsis for HVAC, Electrical, and CRAC Services at Peterson AFB, CO Description THIS IS NOT A SOLICITATION. This is a pre-solicitation notice and synopsis in accordance with FAR section 5.2. The Government intends to solicit proposals for HVAC (Heating, Ventilation, and Air Conditioning), Electrical, and CRAC (Computer Room Air Conditioning) Services at Peterson Air Force Base (PAFB), CO. Please review the information below and provide any comments to Tracie Winfree, PAFB 21 CONS, tracie.winfree@us.af.mil by 4:00 PM Mountain Time on 29 Apr 2015. A draft request for proposal (RFP) and draft performance work statement (PWS) are expected to be posted within two (2) weeks to allow for further comment. 21 CONS will post Solicitation # FA2517-14-R-5001, HVAC and Electrical Services for Peterson Air Force Base (PAFB). The contract will be Firm Fixed Price contract with several cost-reimbursement CLINs. The NAICS code is 561210 and the size standard is $38.5M. This is an Indefinite Delivery Indefinite Quantity (IDIQ) contact with a five (5) year ordering period expected to be 1 Sep 2015 through 31 Aug 2020 plus a six (6) month option to extend services. The solicitation will be a competitive 8(a) set-aside. Minimum contract value is $50,000.00. Maximum contract value is $9,990,000.00. This contract requires services to perform HVAC, CRAC and electrical systems support services 24 hours a day, seven days a week, and 365 days a year. Services include facilities management duties, operation, maintenance, repair, and the test and inspection of equipment to include: HVAC, CRAC systems, electrical distribution systems, Power Distribution Systems (PDS), generators, and solid state uninterrupted power systems (UPS). The contractor will ensure proper inspection and maintenance of primary and ancillary equipment and system functions, including but not limited to production, production control, distribution, pumping, emission control, fuel supply, and plant effluent refrigerants. Contractor will also ensure computer systems and equipment supported and affected by the repairs and/or maintenance will maintain sufficient temperature levels (68-74 degrees Fahrenheit room temperature). The solicitation will be issued in electronic format and may be downloaded from the FedBizOpps web site at http//www.fedbizopps.gov. It will be the responsibility of the contractor to check this website for the issuing and any changes to the solicitation. Estimated solicitation issue date is 8 May 2015 with a solicitation closing date of 8 June 2015. Bids will be accepted from all interested, responsible and responsive parties. Estimated award date is 1 Sep 2015. Contractors who provide goods/services to the Department of Defense (DoD) must be registered in the System for Award Management (SAM). Further information may be obtained through the Internet at http://www.acq.os.mil FAR 52.204-13, System for Award Management Maintenance. PAFB will conduct a site visit for one representative from each interested contractor. The site visit is tentatively set for 18 May 2015, at 0800 hrs. 21 CONS will provide transportation to the different facilities. The one representative from the interested contractors is required to provide: Full name, Social Security number, Date of Birth, Place of Birth, Citizenship, Company Address, Position with Company, and Contact Information. Please provide this information to Ms. Tracie Winfree no later than 1100 hrs, 14 May 2015. Due to security control, NO late requests or substitutes will be allowed to participate in the site visit. Interested parties who have submitted the required information will need to meet at the west gate Visitor's Center building at 0745 hrs, 18 May 2015 (date subject to change).
